This is a fully remote position, open to applicants in United States.
• Create and enhance the vendor contract and service level agreement utilizing client-provided templates, exhibits, and attachments.
• Lead negotiation discussions with the chosen system vendor and translate negotiated terms into concise, enforceable contract wording.
• Oversee the contract during client, state independent, and federal partner evaluations through the signature process.
• Present a contract strategy and timeline detailing scope, roles, milestones, risks, communications, and approvals.
• Establish service level agreements, key performance indicators, and performance monitoring frameworks for the modernization initiative.
• Formulate vendor performance reporting frameworks and risk mitigation suggestions.
• Tailor corrective and preventive action plan (CAPAP) templates and offer compliance and risk management advisory notes.
• Detect, document, and assist in mitigating risks in contract terms, including state and federal funding stipulations.
• Promote collaboration among program leadership, procurement, project teams, and legal advisors.
• Create guidance on contract and vendor management, which encompasses onboarding and offboarding processes.
• Deliver weekly progress updates, monthly status reports, and a final executive review with recommendations for contract assessments, amendments, and renewals.
• Produce outputs using Microsoft Office, Adobe PDF, Microsoft 365, SharePoint, Teams, Azure DevOps, and DocuSign.
• Minimum of seven years of experience in drafting and negotiating information technology or professional services contracts for state or local government, including statements of work, service level agreements, key performance indicators, and performance criteria.
• Experience as the primary author on at least one large system implementation contract from initial draft through negotiation to execution.
• Proven experience leading or co-leading vendor negotiation sessions and translating outcomes into contract terms.
• Knowledge of contracts subject to federal funding requirements and oversight, including state independent review or equivalent approval processes.
• Three professional references from engagements within the last five years who can specifically attest to contract writing; applications lacking three references will not be considered.
• Exceptional written communication skills and experience creating executive summaries, contract plans, and status reports for senior government audiences.
• Proficient in Microsoft 365 (Word, Excel, Project, Visio), SharePoint, Teams, Azure DevOps, and DocuSign.
• Availability to work full time, Monday to Friday, 7:45 AM to 4:45 PM Eastern Time, from November 1, 2026, through April 30, 2027.
• Must reside in the United States and be authorized to work in the United States; work cannot be conducted from outside the United States.
• No current or prior association with any vendor that has bid on or expressed interest in the client's child welfare system procurement; potential conflicts of interest must be disclosed.
• Agreement to sign a client non-disclosure agreement, pass a background check, conduct all work on client-provided systems or virtual desktop, and refrain from using AI meeting assistants in client meetings.
• Experience with CCWIS, SACWIS, child welfare, Title IV-E, Medicaid, integrated eligibility, or other federally funded human services systems.
• Possession of a PMP or another PMBOK-based credential, an IIBA certification (CBAP or CCBA), or a contract management credential such as CPCM, CFCM, or NIGP-CPP.
• Prior experience with a state central IT agency, state procurement office, or vendor relationship management unit.
• Full-time position, 40 hours per week.
• Completely remote work within the United States.
• Work utilizing client-provided systems or virtual desktop.
• W-2 contract engagement.
• Client interview conducted via video conference.
