This is a fully remote position, open to applicants anywhere in the world.
• Under the direction of the Head of Office and the oversight of the Technical Cooperation Chief at the IIPE-UNESCO Africa Office, the consultant will play a key role in several significant projects.
• ASSISTANCE WITH THE ANALYSIS OF RESOURCE ALLOCATION MECHANISMS.
• Contribute to the formulation of the study protocol, including the methodological framework.
• Aid in the processing of various database series and conduct statistical and econometric analyses to assess current practices and evaluate the impacts of allocation strategies.
• Assist in drafting the study report, which includes identifying allocation options for both central and decentralized levels.
• ASSISTANCE WITH THE ANALYSIS OF THE IMPACTS OF DECENTRALIZED TEACHER MANAGEMENT.
• Support the statistical and, where appropriate, institutional evaluation of the effects of decentralization on resource efficiency, the quality of teacher management, and equity in teacher distribution, with attention to gender considerations.
• Minimum requirement: an advanced university degree (Master’s) in economics, statistics, econometrics, quantitative and qualitative research methods, or a related area.
• A minimum of ten (10) years of pertinent experience in quantitative analysis and/or educational research.
• Demonstrated expertise (at least 10 years) in statistical and econometric analysis techniques using contemporary tools.
• Proven ability to communicate effectively in oral presentations and facilitate technical discussion sessions.
• Strong writing abilities with a talent for synthesizing complex information.
• Capability to work independently.
• Advanced proficiency in at least one statistical/econometric analysis software (such as Stata, R, Python, or equivalent).
• Excellent oral and written communication skills in French.

• The support will primarily be provided remotely.
• IIPE-UNESCO will supply the consultant with all available administrative and analytical materials pertinent to the assignment.
• IIPE-UNESCO will facilitate connections with institutions or individuals that the consultant should engage with during this assignment, as well as assist with other logistical needs.
• IIPE-UNESCO will offer guidance and technical support throughout the assignment duration.
