Consultant – KEMIS Strengthening Technical Advisor

This is a fully remote position, open to applicants anywhere in the world.

📋 Description

• Create a detailed KEMIS assessment report that includes the current operational status of KEMIS (building upon the RATT), an inventory of datasets and a gap analysis, stakeholder mapping and coordination, along with a phased implementation plan featuring initial recommendations.

• Evaluate the existing operational status of KEMIS and associated education data systems, enhancing the RATT findings with a focus on functional gaps, dataset deficiencies, and ICT-related data needs.

• Formulate a phased implementation plan to steer KEMIS enhancement activities.

• Examine current datasets and establish priorities for their integration into KEMIS, with a focus on ICT infrastructure, teacher development, gender equality, disability inclusion, and other key sector indicators.

• Facilitate consultations with relevant Ministry of Education departments, KEMIS focal points, education officers, and additional stakeholders, adhering to the Ministry's formal government communication protocols.

⛳️ Requirements

• An advanced university degree in educational planning, Education Management Information Systems (EMIS), statistics, information systems, data science, monitoring and evaluation, ICT, public administration, or a related discipline.

• A minimum of ten (10) years of progressive professional experience in Education Management Information Systems (EMIS), information systems development and management, education planning, monitoring and evaluation, or related areas.

• Proven experience in EMIS assessments, diagnostics, systems analysis, or efforts to enhance education data systems.

• Experience collaborating with ministries of education, government entities, and programs funded by development partners.

• Experience in Small Island Developing States (SIDS), Pacific island nations, or other developing country contexts is preferred.
