This is a fully remote position, open to applicants in California.
• Conduct and assess studies on compensation and benefits for public agencies in California.
• Analyze salaries, classifications, premiums, allowances, and overall compensation packages.
• Evaluate retirement costs and provisions under CalPERS for both classic and PEPRA members.
• Assess employer-provided health benefits, deferred-compensation contributions, leave programs, and premium-pay practices.
• Review compensation surveys, methodologies for market comparisons, data sources, and findings to ensure accuracy and defensibility.
• Develop fiscal-impact calculations and clearly articulate the underlying assumptions.
• Assist in meet-and-confer preparations through compensation analysis, costing, scenario modeling, and presentation materials.
• Provide technical assistance during labor discussions without representing or acting as legal counsel.
• Review draft reports and aid in translating complex findings into clear, actionable recommendations.
• Prepare executive summaries, staff reports, presentations, and supplementary materials for management and Board evaluation.
• Present findings or address technical inquiries during executive, stakeholder, or public Board meetings upon request.
• Collaborate effectively with agency management, human resources, finance, labor relations professionals, consultants, and legal counsel.
• Proven experience in conducting or supporting compensation and benefits initiatives for California public agencies.
• Proficient understanding of CalPERS retirement provisions for both classic members and PEPRA.
• Experience in assessing health benefits, deferred compensation, paid leave, and premium pay as parts of overall compensation.
• Knowledge of the Meyers-Milias-Brown Act and California public-sector meet-and-confer processes.
• Experience in supporting meet-and-confer activities through analysis, costing, research, or technical consultation.
• Strong quantitative, analytical, report-writing, and quality assurance skills.
• Capability to convey technical findings clearly to non-technical audiences.
• Experience in preparing materials for executive or Board-level consideration.
• Ability to work autonomously, meet deadlines, and manage sensitive information with professionalism.
