This is a fully remote position, open to applicants in United States.
• Provide operations and maintenance (O&M) support for the Cotton and Tobacco Electronic Records System (CERS).
• Act as the technical leader for the HP NonStop Integrity environment.
• Oversee the design, development, implementation, and maintenance of mission-critical applications.
• Collaborate with leadership to formulate both short- and long-term IT strategies.
• Collect and analyze customer requirements to create thorough IT development and delivery plans.
• Direct all HP NonStop programming initiatives, including COBOL85, SCOBOL, TAL, and NonStop SQL database design.
• Manage system installations, security, technical support, and storage solutions.
• Prepare, test, and implement programs; assess results; and apply corrective actions as necessary.
• Train and mentor ITD personnel and end-users.
• Address helpdesk inquiries related to CERS and deliver timely end-user support.
• Quickly identify and resolve bugs and defects in core production applications.
• Conduct daily system checks, audits, and backups.
• Implement urgent changes in response to regulatory or operational changes.
• Ensure compatibility with evolving Agency IT standards and third-party integrations.
• Coordinate with a variety of stakeholders.
• Bachelor's degree in Computer Science, Computer Information Systems, or a related field from an accredited institution.
• A minimum of 3 years of experience in COBOL Development.
• Proficiency in HPE NonStop Platform technologies and environment management.
• Experience in COBOL programming, cotton production system automation, and legacy system integration.
• Familiarity with HPE NonStop SQLCI database management and reporting tools.
• Excellent communication and stakeholder management skills.
• Ability to translate complex technical solutions into understandable business outcomes.
• Strong problem-solving abilities with a keen attention to detail.
• Experience in a federal government IT environment.
• Knowledge of cotton and tobacco production processes and workflows.
• Understanding of USDA or agricultural regulatory compliance frameworks.
