Cloud Operations Manager

This is a fully remote position, open to applicants in District of Columbia, +2 more states.

📋 Description

• Direct the management and enhancement of the cloud-based PeopleSoft ecosystem for the Army IPPS-A program within Oracle Cloud Infrastructure.

• Create and uphold the PeopleSoft cloud infrastructure roadmap, encompassing upgrades, patch cycles, capacity planning, lifecycle activities, and modernization efforts.

• Establish operational standards, service levels, support models, and platform governance in collaboration with cross-functional stakeholders.

• Set up governance for environment management, configuration control, change management, release coordination, and operational risk management.

• Supervise daily operations across development, testing, pre-production, and production environments.

• Oversee compute, storage, networking, backup/recovery, monitoring, logging, and operational tools.

• Guarantee high availability, disaster recovery preparedness, resilience, and dependability.

• Plan and implement upgrades and patches for applications, middleware, operating systems, databases, and security.

• Lead upgrade cycles by conducting impact analysis, preparation, testing, validation, deployment, rollback planning, and post-implementation review.

• Monitor system performance, optimize application servers, web tiers, process schedulers, databases, integrations, middleware, and infrastructure.

• Apply automation to diminish manual tasks and enhance operational consistency.

• Ensure compliance with STIGs, RMF, FedRAMP-aligned controls, vulnerability management, ATO/ATO-C, BCAP, and SCCA requirements.

• Manage security patching, vulnerability remediation, secure configuration, access reviews, hardening, documentation, evidence collection, and accreditation activities.

• Lead cloud engineers, system administrators, database administrators, application administrators, and operations analysts.

• Coordinate with infrastructure, development, database, testing, cybersecurity, mission owner, and third-party support teams.

• Act as a primary escalation point for production incidents, facilitating response, root cause analysis, recovery, corrective actions, and preventive improvements.

• Maintain operational documentation, runbooks, SOPs, configuration baselines, escalation procedures, change records, and environment inventories.


⛳️ Requirements

• Significant experience managing large-scale PeopleSoft environments, including HCM, FSCM, CRM, ELM, or custom modules.

• Extensive infrastructure operations experience, ideally with OCI; AWS, Azure, or similar enterprise cloud experience is also relevant.

• Proficiency in PeopleSoft administration, PeopleTools upgrades, patching, performance management, process scheduler operations, PIA/web tier operations, and environment lifecycle management.

• Experience leading technical operations teams that support complex, mission-critical, multi-environment enterprise systems.

• Strong knowledge of cybersecurity frameworks, compliance standards, secure cloud operations, vulnerability management, STIGs, RMF, and evidence-driven operations.

• Experience coordinating upgrades, patches, releases, maintenance windows, change control, incident response, and operational readiness.

• Excellent communication, documentation, facilitation, and stakeholder coordination abilities.

• Experience supporting Army, DoD, federal government, or highly regulated enterprise systems is preferred.

• Background with PeopleSoft or related platforms in OCI IL5/IL6 or similarly controlled cloud environments is preferred.

• Familiarity with DoD SCCA-aligned landing zones, mission owner tenancy operations, and accreditation support is preferred.

• Experience with Ab Initio, OAS/OAC, Kafka/Confluent, Oracle GoldenGate, Stonebranch Scheduler, Oracle Identity Suite, or Oracle database platforms is preferred.

• Previous ATO, ATO-C, RMF, compliance reporting, audit support, vulnerability remediation, or cyber accreditation experience is preferred.

• Active SECRET security clearance is preferred.

• Current Security+ certification is preferred.

• U.S. citizenship is required.

• Must possess U.S. work authorization without any current or future visa sponsorship requirements.
