Capture Manager – US Government Contracts

This is a fully remote position, open to applicants in California.

📋 Description

• Proactively seek out, investigate, and qualify new business prospects independently.

• Create and oversee a strong pursuit pipeline, leading bid/no-bid evaluations.

• Perform independent market research and analyze the competitive landscape.

• Engage with federal agency program offices, contracting officers, and essential government stakeholders before solicitations.

• Formulate and implement capture strategies for prioritized opportunities.

• Represent Hydrosat at industry events, conferences, and client meetings.

• Lead proposals from start to finish once a pursuit is confirmed.

• Draft and enhance clear, persuasive proposal content across technical, management, past performance, and cost/price volumes.

• Develop and take ownership of key proposal components: PWS/SOO responses, technical strategies, management plans, staffing narratives, schedules, and risk assessments.

• Ensure complete adherence to solicitation requirements.

⛳️ Requirements

• Over 5 years of experience in capture management or business development related to U.S. government contracts (federal civilian, DoD, or IC).

• Proven track record in developing capture plans, conducting competitive analyses, and shaping opportunities prior to RFPs.

• Demonstrated capability to manage intricate, multi-volume submissions and transform technical content into engaging proposal narratives.

• Strong understanding of U.S. federal procurement processes and proposal structure (e.g., Shipley or similar methodologies).

• Experience in coordinating cross-functional stakeholders under tight deadlines for solicitations.

• Exceptional written English skills with strong proposal writing proficiency.

• Bachelor’s or Master’s degree in a relevant discipline (communications, technical writing, engineering, policy, or similar).
