This is a fully remote position, open to applicants in United States.
• Lead efforts to capture targeted opportunities, which includes qualifying opportunities, engaging with customers and partners, and developing the strategy for winning.
• Actively seek out opportunity data from various sources to guide bid decisions, pipeline conversations, Black Hat reviews, SWOT analyses, and pricing strategies.
• Effectively shape opportunities by collecting actionable intelligence through ongoing interactions with key customer stakeholders, end-users, and contracting officers to identify unmet needs and influence procurement specifications prior to an RFP release.
• Conduct competitive analysis through research and data collection, assessing competitor strengths, weaknesses, historical performance, and market presence to identify exploitable gaps.
• Develop win strategies and price-to-win (PWIN) plans by converting gathered intelligence into a successful capture strategy, pinpointing distinct advantages, potential risks, and competitor pricing approaches.
• Create and enhance discriminators, win themes, and value propositions that distinctly differentiate the company from competitors.
• Develop and manage capture plans, call strategies, and capture budgets efficiently.
• Play a key role in the teaming strategy, which includes identifying partners, aligning capabilities, and negotiating NDAs/TAs.
• Collaborate with technical subject matter experts to influence solution architecture, staffing strategies, and performance methodologies.
• Facilitate pre-RFP shaping activities, including customer consultations, industry events, information requests, and preliminary solution positioning.
• Report on capture status, risks, and recommendations to executive leadership.
• Transition opportunities to the Proposal Manager at the time of RFP release while maintaining engagement through the submission process.
• Provide support for technical writing and proposal development as necessary.
• Offer limited project management assistance for existing contracts and subcontracts.
• A Bachelor’s degree in Business Administration, Marketing, Communications, or a related field.
• Seven (7) to ten (10) years of demonstrated experience in federal capture management, business development, or proposal leadership, with a proven record of securing competitive federal contracts.
• Solid understanding of federal acquisition processes (FAR/DFARS).
• Experience in leading cross-functional teams in dynamic, deadline-oriented settings.
• Exceptional communication, negotiation, and presentation skills suitable for executive-level interactions.
• A minimum of ten (10) years of experience in federal capture management, business development, or proposal leadership is preferred.
• Familiarity with IDIQs, GWACs, BPAs, and various contract vehicles such as OASIS+, GSA MAS, and others is preferred.
• Knowledge of Shipley or similar capture/proposal methodologies is preferred.
