Business Process Engineer – Fed Gov

This is a fully remote position, open to applicants in New Mexico.

📋 Description

• Act as a strategic consultant and technical facilitator for Digital Thread and PLM modernization initiatives for a federal government client.

• Gather, analyze, and enhance mission-critical engineering workflows throughout hardware and software development lifecycles.

• Outline complete engineering lifecycle processes, user journeys, data transfers, and cross-functional data interactions.

• Review and document existing processes, workflows, tools, data flows, and areas of concern.

• Conduct stakeholder interviews, observe workflows, and facilitate collaborative sessions.

• Create process maps, swimlane diagrams, and data flow models using BPMN or similar frameworks.

• Perform gap analyses between legacy workflows and intended Digital Thread/PLM architectures.

• Identify use cases, business values, success indicators, and pilot opportunities.

• Design future-state process architectures that incorporate best practices, compliance requirements, and organizational constraints.

• Formulate transition plans, implementation roadmaps, milestones, dependencies, and risk mitigation strategies.

• Specify requirements, traceability frameworks, and governance models for software asset management and configuration control.

• Establish governance frameworks, decision rights, escalation paths, and mechanisms for continuous improvement.

• Develop and maintain requirements traceability matrices.

• Facilitate cross-functional workshops and design sessions.

• Convert technical and regulatory requirements into actionable implementation specifications.

• Serve as a liaison between process owners and technical solution architects.

• Produce process documentation, business cases, requirements specifications, and governance frameworks.

• Assist in change management and training through process documentation, standard operating procedures, and user guides.

• Maintain configuration control and version management of process artifacts.

⛳️ Requirements

• A Bachelor's degree in Engineering, Business, or IT.

• 10–15 years of experience in business architecture or process engineering for Principal level, or 15+ years for Expert level.

• An advanced degree (Master's or higher) may substitute for up to two years of required experience.

• Experience supporting DOE/NNSA National Laboratories, complex weapons/engineering programs, or high-consequence defense facilities.

• Knowledge of National Laboratory and Department of Defense engineering operational, regulatory, and security requirements.

• Familiarity with ITAR/EAR export controls, classified information handling, and quality assurance standards such as NQA-1 and AS9100.

• Understanding of Firm Fixed Price (FFP) and FFP Level of Effort (FFP-LOE) task orders.

• Experience in mapping process architectures for integrated hardware/software environments using PTC tools or equivalent PLM/ALM suites.

• Practical experience with enterprise PLM platforms and their integration with CAD, PDM, ERP, and ALM systems.

• Proficiency in using Visio, Lucidchart, Camunda, ARIS, DOORS, Jama, or Azure DevOps.

• Understanding of data management standards, metadata schemas, configuration item identification, and change control workflows.

• Experience in translating engineering workflows into functional system requirements without the need for backend software coding.

• Ability to elicit, analyze, and document intricate business and technical requirements.

• Strong analytical and problem-solving capabilities.

• Excellent written and verbal communication skills.

• Capable of producing executive-level presentations, technical documentation, and cross-functional briefings.

• Ability to work independently, manage multiple concurrent tasks, and deliver high-quality outcomes.

• U.S. citizenship is required.

• Must be eligible for Sandia National Laboratories site access and able to obtain and maintain the appropriate clearance.

• Compliance with DBIDS registration, PIV credentialing, and necessary site training is required.

• Preferred: professional certifications such as CBAP, TOGAF, CSEP, or Lean Six Sigma Black Belt.

• Preferred: experience with Digital Thread, MBSE, Agile/SAFe, data governance, cybersecurity frameworks, DevSecOps, CI/CD, and enterprise PLM platforms.
