This is a fully remote position, open to applicants in United States.
• Lead and manage the entire proposal development lifecycle from identifying opportunities to post-submission activities.
• Propel division growth by recognizing and pursuing federal business opportunities while executing strategic plans.
• Provide support for task-order awards on IDIQ contracts and blanket ordering/purchase agreements.
• Oversee the development of technical and business volume proposals, along with meticulous pricing reviews.
• Track federal procurement channels and monitor opportunities through Deltek Vantagepoint.
• Assist in go/no-go decisions, opportunity assessments, pursuit strategies, and competitive positioning.
• Conduct gap analysis, competitor analysis, and develop win themes, teaming agreements, and subcontractor selections.
• Facilitate kickoff meetings, storyboarding, content creation, writing, editing, and proposal coordination.
• Perform Pink, Red, Green, and Gold Team reviews, ensuring adherence to FAR, DFARS, and solicitation requirements.
• Coordinate proposal sections, volume leads, subject matter experts, project staff, and subcontractors.
• Prepare teams for oral presentations through mock interviews and coaching sessions.
• Manage government clarification responses, post-RFP modifications, proposal closeouts, debriefs, and after-action reviews.
• Supervise federal proposal knowledge management, templates, best practices, and repositories.
• Mentor and manage proposal coordinators while providing training on proposal writing and compliance.
• Continuously enhance proposal processes, standardize tools, and improve win rates.
• Bachelor’s degree in Business, Communications, Business Administration, or a related field.
• Over 10 years of experience in federal proposal management, federal contracting, and proposal development.
• Demonstrated experience in supporting federal opportunity identification, proposal development, and post-submission activities.
• Proven ability to manage end-to-end proposal development for complex pursuits.
• Experience in content creation, coordinating with teaming partners, and conducting compliance reviews based on Shipley-writing principles.
• Strong leadership capabilities with the ability to manage and mentor proposal coordinators.
• Comprehensive knowledge of federal procurement channels, solicitation processes, FAR, and DFARS.
• Exceptional writing, editing, and verbal communication skills.
• Strong project management skills, including the ability to track multiple proposals and manage schedules.
• Capability to develop win strategies, value propositions, discriminators, and competitive positioning.
• Experience in coordinating proposal initiatives across an organization.
• Ability to perform under tight deadlines and manage competing priorities.
• Proficiency in Adobe products, particularly InDesign, is preferred.
• Familiarity with SAM.gov, Deltek Vantagepoint, GovWin, GSA eBuy, PIEE, and ProjNet is preferred.
• Background in the engineering/construction industry is preferred.
• A valid, state-issued driver’s license is required.
• Must be a U.S. Citizen.
• Some government installation site visits may necessitate background checks and clearances.
