Business Analyst – Child Welfare

This is a fully remote position, open to applicants in United States.

📋 Description

• Business Analysts play a crucial role in connecting technology with business by evaluating and enhancing processes and systems through analysis, stakeholder engagement, and identifying opportunities for improvement.

• Gather, analyze, document, and confirm business, policy, technical, operational, and functional requirements.

• Create and sustain user stories, acceptance criteria, functional specifications, process documentation, and requirements traceability.

• Work collaboratively with business stakeholders, child welfare subject matter experts, implementation vendors, and technical teams during discovery, design reviews, and project delivery phases.

• Aid in backlog refinement, prioritization, and management activities to ensure solution delivery aligns with business objectives and stakeholder expectations.

• Mentor teams on implementing Agile principles and practices throughout project delivery, promoting an Agile mindset through planning, collaboration, and continuous improvement.

• Facilitate Scrum ceremonies, engage stakeholders, and coordinate efforts across project teams.

• Examine business processes, metrics, and related data to pinpoint issues, gaps, inefficiencies, risks, and opportunities for enhancement.

• Assist with system testing, user acceptance testing, and data validation tasks.

• Keep system documentation, project documentation, and project metrics up to date.

• Support the development and execution of project governance, business analysis, and delivery processes that facilitate successful CCWIS modernization.

⛳️ Requirements

• Bachelor's degree or an additional four (4) years of experience in lieu of a degree.

• Three (3) to five (5) years of experience in business analysis related to child welfare, CCWIS, case management, human services, or similar government technology systems.

• Proven experience in eliciting, analyzing, documenting, and managing business and functional requirements within Agile delivery settings.

• Experience in supporting solution delivery through backlog refinement, prioritization, user story creation, process analysis, and requirements management.

• Familiarity with supporting Agile teams, including Scrum ceremonies, testing activities, and cross-functional collaboration.

• Strong analytical thinking, problem-solving, and reasoning abilities, capable of gathering, analyzing, and interpreting data to identify issues and viable solutions.

• Excellent communication skills, with the capability to translate complex business, policy, operational, and technical information for various audiences.

• Demonstrated ability to collaborate with and influence business, program, operations, vendor, and technical stakeholders.

• Experience in coordinating activities across multiple work groups and advising cross-functional teams in a dynamic project environment.

• Preferred knowledge of child welfare programs, case management systems, or CCWIS modernization initiatives.

• Must be a Green Card holder or a U.S. citizen.

• Must be able to pass a government background check.
