This is a fully remote position, open to applicants in Maryland.
• Provide support for budget planning and execution for NOAA/NOS.
• Develop and maintain spreadsheets, tools, forms, templates, instructions, process documents, and presentation slides.
• Assist with monthly and quarterly reports and meetings.
• Collaborate with branches to ensure proper understanding and implementation of financial processes.
• Analyze data to identify trends, forecast budget challenges, and plan corrective actions.
• Monitor NOS grants through the stages of planning, clearance, funding, and execution.
• Deliver financial management analyses, assessments, and recommendations.
• Provide budget execution assistance to a NOS Financial Management Center or Headquarters.
• Extract reports from NOAA financial systems, including Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS).
• Summarize quantitative data for commitment, obligation, contract status, and payment reports.
• Develop and oversee monthly and annual obligation plans.
• Monitor funds transferred from other NOAA or NOS Financial Management Centers.
• Apply accounting codes and adhere to governing business rules.
• Process documentation related to financial corrections.
• Conduct variance analysis and provide justifications for variances to FMC leadership and NOAA headquarters.
• Convert accounting system data into Excel spreadsheets and PowerPoint presentations.
• Respond to data requests from FMCs, NOS or NWS Headquarters, NOAA Headquarters, the Department of Commerce, OMB, and/or Congress.
• Enter data into the Financial Management Data System as required.
• Bachelor’s Degree plus 5 years of experience in federal budgeting or related fields (e.g., finance, budgeting, accounting, or other highly quantitative areas).
• Four years of relevant experience may serve as a substitute for a Bachelor's Degree.
• A Master’s Degree can replace 2 years of experience.
• A PhD may substitute for 4 years of experience.
• Capability to transform data and findings into clear, user-friendly spreadsheets and PowerPoint presentations.
• Exceptional oral presentation skills to effectively brief findings and materials to management.
• Proficient communication skills, especially in discussions with senior leaders.
• Ability to anticipate management questions and proactively meet their needs.
• Competence in analyzing large datasets and reports to find timely answers.
• Strong interpersonal and customer service abilities.
• Capacity to meet deadlines and seek assistance when necessary.
• Familiarity with the NOAA accounting system is advantageous.
• Experience with government financial systems and terminology is preferred.
• A passion for the NOAA mission is a plus.
