ARES Support Specialist – Army Environmental RDT&E

This is a fully remote position, open to applicants in United States.

📋 Description

• Monitor the allocation, commitment, obligation, and disbursement of RDT&E 6.4 funds.

• Create funding documentation and financial summaries.

• Oversee execution in accordance with OSD and Army benchmarks utilizing GFEBS and related tools.

• Manage a centralized intake and tracking system for Army ESOH RDT&E requirements.

• Assess requirements against Army operational priorities and formulate recommendations for government decisions.

• Facilitate requirements-validation boards and document their outcomes.

• Compose Broad Agency Announcements, solicitations for proposals, and related support documents.

• Monitor project costs, schedules, performance, key performance parameters, and associated risks.

• Assist in the transition of ESOH technology, focusing on maturation towards TRL 6 and 7.

• Draft memoranda of agreement, transition plans, and related integration materials.

• Support the establishment of ARES governance by creating charters, SOPs, internal guidelines, and staffing processes.

• Aid in drafting internal policies and guidance that link DoD acquisition, Army RDT&E, and federal ESOH requirements.

• Develop executive briefings on program status, POM/resourcing updates, transition progress, and return on investment.

• Evaluate products for accuracy and compliance with Army quality standards.

• Provide financial, requirements, project-tracking, and governance support for the Army Readiness and Environmental Solutions (ARES) RDT&E initiative under ODASA(ESOH).


⛳️ Requirements

• A bachelor's degree in environmental science/engineering, chemistry, engineering, acquisition/program management, business, public administration, or a related discipline; a master’s degree is preferred.

• 8–10 years of professional experience in supporting DoD or Army RDT&E, science and technology, acquisition, or ESOH programs, particularly in financial or project tracking.

• Familiarity with Army or DoD RDT&E processes and Budget Activity 6.4, or similar late-stage RDT&E/prototype funding.

• Proven experience in tracking funding execution, encompassing commitments, obligations, and disbursements.

• Experience with GFEBS or a similar federal financial system.

• Understanding of ESOH issues pertaining to Army installations or acquisition programs and the transition of environmental requirements into technology needs.

• Experience in supporting requirements intake, project tracking, or technology-transition documentation.

• Exceptional written and verbal communication abilities.

• Capability to prepare briefings for senior leaders and official documentation.

• Proficiency in Microsoft Excel, PowerPoint, and Word.

• Eligibility to obtain a Secret clearance.

• Willingness to travel as necessary.

• Direct experience with PPBE/POM inputs and budget-defense materials.

• Background in drafting Broad Agency Announcements, requests for information, or similar calls in science and technology.

• Experience collaborating with Program Executive Offices, program managers, or transition agreements.

• Knowledge of Technology Readiness Level assessments and advancing projects from demonstration to fielding.

• Working knowledge of CWA, CAA, RCRA, CERCLA, NEPA, and OSHA regulations.

• Experience in establishing a new program office.

• Experience delivering briefings to Senior Executive Service members, General Officers, or Secretariat staff.

• DAWIA / Back-to-Basics program management or engineering certification; PMP is preferred.

• Familiarity with Microsoft Teams, SharePoint, Power BI, Visio, and Approvals.
