This is a fully remote position, open to applicants in United States.
• Take charge of Brightline's growth pipeline in the public sector, responsible for opportunity identification, qualification, advancement, conversion, and long-term revenue enhancement.
• Formulate and implement strategic pursuit plans for key opportunities in state, county, Medicaid, education, and government sectors.
• Establish and sustain a multi-year pipeline of public-sector opportunities to support Brightline's long-term growth goals.
• Proactively generate new opportunities through direct interactions with government stakeholders, industry partners, consultants, and market analysis.
• Oversee opportunities from the initial relationship-building stage to contract award, acting as the accountable executive throughout the entire business development process.
• Create executive engagement strategies that enhance Brightline's chances of success in competitive procurement situations.
• Manage pipeline forecasting, opportunity stage tracking, win-rate analysis, and growth reporting.
• Collaborate with executive leadership to set annual and long-term public-sector growth objectives.
• Identify avenues for expanding existing public-sector partnerships by offering additional services, exploring new geographies, funding streams, and serving diverse populations.
• Over 10 years of experience in healthcare business development, public-sector healthcare growth, Medicaid managed care, healthcare consulting, government contracting, government healthcare programs, or related areas.
• Proven history of sourcing, advancing, and finalizing complex public-sector healthcare opportunities that lead to substantial revenue growth.
• Demonstrated proficiency in managing opportunities throughout the entire business development lifecycle, from market identification and stakeholder engagement to contract execution and implementation transition.
• Experience leading competitive public procurements, encompassing RFPs, RFIs, RFQs, grants, and government contracting procedures.
• In-depth knowledge of state Medicaid programs, behavioral health funding frameworks, public-sector purchasing processes, and government healthcare ecosystems.
• Success in influencing decision-makers at the executive level within state agencies, county governments, Medicaid programs, health plans, educational institutions, or similar public-sector organizations.
• Strong commercial acumen with the capability to convert policy priorities and governmental initiatives into viable business opportunities.
• Experience in managing and forecasting a complex opportunity pipeline while consistently meeting growth targets.
• Proven track record of functioning as a highly independent growth leader responsible for originating and advancing complex opportunities with limited dedicated support.
• Experience supervising external consultants, government affairs firms, lobbyists, strategic advisors, or similar stakeholder groups.
• Established ability to achieve results through influence across cross-functional teams and external stakeholders without direct reporting authority.
• Strong project leadership and pursuit management skills, including coordination of multiple workstreams across intricate procurement and contracting processes.
• Exceptional executive presence, communication abilities, and capacity to navigate complex, multi-stakeholder decision-making landscapes.
• Strong analytical and strategic skills, including market assessment, business case development, and growth planning.
• Willingness to travel as required to support relationship building, procurements, and strategic partnerships.
