Technical Lead – Solution Architect, Federal Oracle Projects, G-Invoicing Implementation

This is a fully remote position, open to applicants in United States.

📋 Description

• Take charge of the technical design, configuration, and integration architecture for Oracle Projects and the Treasury G-Invoicing servicing-agency solution within the Department of Education’s Oracle E-Business Suite 12.2.12 environment hosted on AWS GovCloud.

• Establish and validate the technical solution baseline within the initial 30 to 45 days.

• Manage integration architecture across Oracle Projects, General Ledger, Payables, Receivables, Purchasing, the Acquisition Management System, payroll and labor feeds, and Treasury interfaces.

• Create Design Documents and Interface Control Documents that include data flows, protocols, validation, and error handling.

• Develop resilient interfaces using Oracle-native mechanisms and SOA/WebLogic, incorporating validation, idempotent processing, error queues, retry and replay, monitoring, and reconciliation.

• Design the accounting derivation path from project, task, and expenditure attributes into the multi-segment account classification code structure.

• Oversee the technical path through Jira and Bitbucket release workflows, ensuring version control, peer review, build traceability, configuration management, rollback packaging, and post-implementation review evidence.

• Conduct technical impact analysis and risk-based regression design to safeguard existing FMSS interfaces and period-close processing.

• Generate configuration screenshots, architecture and data-flow artifacts, and technical evidence to support compliance with major system changes.

• Lead production deployment efforts, including configuration and data migration from test environments and conducting post-deployment validation.

⛳️ Requirements

• U.S. citizenship is required (no exceptions or waivers).

• A Bachelor’s degree in information systems, business, accounting, or a related field.

• A minimum of ten (10) years of experience in technical design, system architecture, and ERP or financial system integration.

• At least two (2) years of experience with Oracle E-Business Suite Federal Financials.

• A minimum of two (2) years of hands-on experience implementing Oracle Projects, including technical work such as configuration, interface design, extensions, data conversion, and environment migration.

• Proven experience with system configuration, integration, and technical design, particularly interface-level integration between Oracle Projects and other financial modules or external systems.

• Demonstrated hands-on work with Oracle Projects configuration and interfaces; exposure limited to an installed module does not meet this requirement.

• The resume must clearly indicate, with start and end dates, employers, and agencies/clients, how each requirement is fulfilled.

• Oracle certification is preferred.

• Experience with Oracle EBS 12.2.x on AWS GovCloud, Oracle SOA Suite, WebLogic, and Oracle Database 19c is highly preferred.

• Experience in integrating Oracle Projects with General Ledger, Payables, Receivables, Purchasing, and an external acquisition system is highly preferred.

• Experience in establishing a certified patch and feature baseline on an existing EBS installation before design is highly preferred.

• Familiarity with Selenium-based regression automation and HP LoadRunner performance testing is highly preferred.
