This is a fully remote position, open to applicants in United States.
β’ Provides strategic leadership in the delivery of NBS modernization initiatives, ensuring that technical execution aligns with the CDC's modernization objectives, program goals, and public health mission requirements.
β’ Coordinates delivery efforts across various Agile teams while proactively managing dependencies, risks, resource limitations, and competing priorities, along with release readiness activities to ensure successful roadmap execution.
β’ Acts as Scrum Master for modernization teams by facilitating Agile ceremonies, aiding in backlog management, removing obstacles, and fostering effective team performance and continuous delivery.
β’ Monitors delivery health through Agile metrics and program performance indicators, supplying leadership with status updates, risk evaluations, and suggestions for enhancing predictability, quality, and delivery results.
β’ Facilitates collaboration among CDC stakeholders, jurisdictional partners, technical teams, and public health subject matter experts to ensure that modernization efforts are in line with evolving surveillance workflows, interoperability needs, and operational priorities.
β’ Promotes continuous improvement in delivery processes, governance practices, release management activities, and Agile execution through data-driven insights and team feedback.
β’ Mentors Scrum Masters, project and product managers, and technical leads to enhance Agile maturity, delivery excellence, and organizational effectiveness.
β’ Supports modernization planning, transition activities, and strategic process improvement initiatives that contribute to the long-term success of the program.
β’ Coordinates and facilitates delivery activities across the CDC, jurisdictional partners, multidisciplinary teams, and public health subject matter experts to ensure that modernization initiatives align with evolving surveillance workflows, interoperability standards, and operational priorities.
β’ Bachelorβs degree in Computer Science, Information Systems, Public Health Informatics, Engineering, Business, or a related field.
β’ At least five years of progressively responsible experience in leading large-scale software development or health IT modernization programs.
β’ Experience supporting CDC programs or other federal public health modernization efforts.
β’ Demonstrated knowledge and experience with:
β’ National public health surveillance systems (e.g., National Notifiable Diseases Surveillance System [NNDSS], NBS), including event reporting and investigation.
β’ Translating epidemiological and surveillance workflows into business requirements, functional specifications, user stories, or system requirements.
β’ Experience with public health surveillance modernization initiatives related to communicable disease surveillance, case management, or public health data exchange.
β’ Professional Scrum Master (PSM I or higher), Certified Scrum Professional (CSP), PMI Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster (CSM), or equivalent Agile delivery certification.
β’ Proven experience leading delivery across multiple concurrent Agile teams and managing cross-team dependencies.
β’ Ability to successfully complete and maintain a federal government Position of Public Trust Level 5 background investigation.
