This is a fully remote position, open to applicants in United States.
• Create, develop, maintain, and enhance backend services and frontend applications across various HIOS modules.
• Lead and mentor a team consisting of two to five engineers.
• Assist in project planning, execution, and delivery processes.
• Perform performance evaluations and offer coaching and career development guidance.
• Collaborate with clients, stakeholders, and organizational leadership.
• Facilitate staffing, workload distribution, and resource planning.
• Promote team accountability and excellence in delivery.
• Identify and address delivery risks and challenges.
• Create new functionalities while ensuring the maintenance of existing enterprise applications.
• Diagnose, analyze, and resolve software defects across integrated applications.
• Refactor code to enhance maintainability, performance, and sustainability.
• Assist with annual plan year updates and the evolving requirements of CMS business.
• Develop and maintain Java applications utilizing the Spring Framework.
• Construct and utilize RESTful APIs, business logic, data access components, and batch processing features.
• Develop applications using Maven and adhere to enterprise development standards.
• Support PostgreSQL databases through application development, SQL optimization, and troubleshooting.
• Create and maintain user interfaces with React and Angular.js.
• Assist in JSP-based applications and incremental UI enhancements.
• Integrate frontend applications with secure backend services and enterprise authentication mechanisms.
• Maintain REST APIs, batch processes, secure file transfers, and enterprise integrations for CMS systems, HealthCare.gov, state marketplaces, insurance issuers, and external partners.
• Develop SQL queries, support reporting, scheduled data exports, and maintain PostgreSQL integrations with Talend and Liquibase.
• Support CMS Enterprise Portal authentication and authorization, IDM, MFA, role-based access, and centralized user provisioning.
• Engage in release planning, deployments, regression testing, production support, and continuous improvement.
• Develop and support applications hosted on AWS.
• Contribute to CI/CD pipelines.
• Collaborate with DevOps and infrastructure teams throughout the software development lifecycle.
• Participate in Agile ceremonies, peer code reviews, technical documentation, and communication with stakeholders.
• Work alongside Product Owners, Business Analysts, QA engineers, DevOps engineers, and other cross-functional team members.
• Ability to obtain and maintain a CMS Moderate Risk Public Trust clearance.
• Bachelor's degree in Computer Science, Engineering, or a related field, or equivalent experience.
• Over 7 years of professional software development experience with Java, Spring Framework, REST APIs, and Maven.
• Experience in developing frontend applications using React, Angular, and TypeScript.
• Familiarity with JSP is considered a plus.
• Proficient in PostgreSQL databases, including SQL development and troubleshooting.
• Knowledge of AWS services such as EC2, ECS, S3, CloudWatch, and IAM.
• Familiarity with CI/CD tools, including GitHub Actions, Jenkins, SonarQube, and Nexus.
• Experience in supporting enterprise application integrations, authentication, authorization, and production operations within an Agile environment.
• Strong analytical, troubleshooting, collaboration, and communication abilities.
