Technical Advisor III, Global Health Security

This is a fully remote position, open to applicants in United States.

📋 Description

• Contribute to the development of agency-wide strategies, standards, tools, and best practices in public health focused on health security and resilient health systems.

• Ensure the integration of gender, protection mainstreaming, disaster risk reduction, and preparedness across various sectors.

• Offer global technical solutions to regional and country program teams for strategic planning and adaptation of program design and implementation standards.

• Participate in identifying strategic growth opportunities within health security.

• Provide technical guidance during the proposal development and project design phases for complex projects.

• Assist country programs in effectively staffing project teams.

• Lead initiatives aimed at capacity strengthening and integrated multisectoral projects that include health and nutrition components.

• Aid in the creation of learning and training strategies, agendas, and curricula.

• Organize and/or facilitate trainings, workshops, and conferences.

• Mentor and coach technical advisors, country program staff, regional staff, and partners.

• Spearhead knowledge management and learning activities related to health security and systems strengthening.

• Capture, document, and disseminate successes, promising practices, lessons learned, and findings from implementation research.

• Support the publication of work in peer-reviewed journals.

• Represent CRS at regional and global forums.

• Foster collaboration, shared learning, technical influence, funding opportunities, and policy engagement.

• Network with relevant organizations to enhance CRS’ visibility and diversify funding sources.


⛳️ Requirements

• A Bachelor’s Degree in public health or a related health field is required.

• At least ten years of professional experience in health with progressively increasing responsibilities.

• Three years of overseas experience in various regions as a technical advisor and/or program manager of health and/or multi-sectoral projects that include a public health or health systems strengthening component.

• Experience in developing and producing curricula, tools, and other resources to support nutrition interventions and programming.

• Proven ability to transfer knowledge to diverse audiences through training, mentoring, and both formal and informal methods.

• Experience in program monitoring and evaluation, including familiarity with indicators, data collection tools and methodologies, data analysis, and data presentation.

• Experience representing an organization in meetings with donors, governments, international NGOs, and local partners.

• Understanding of partnership principles.

• Strong grasp of technical principles and concepts in health security and health system strengthening.

• Good knowledge of related disciplines for a cross-sectoral approach.

• A successful track record in business development activities that have secured public and/or private donor funding in nutrition.

• Proficiency in MS Office applications (Excel, Word, PowerPoint), web conferencing tools, information and budget management systems, and knowledge-sharing networks.

• Excellent relationship management skills with the ability to influence individuals not under direct supervision.

• Strong strategic, analytical, problem-solving, and systems thinking abilities.

• Exceptional written and oral communication skills.

• Highly developed presentation, facilitation, training, mentoring, and coaching abilities.

• Proactive, resourceful, and results-oriented.

• Fluency in English is required.

• Must be willing and able to travel up to 30% of the time.

• Must have the legal right to work in the location where the position is based.

• Pre-employment medical clearance is required for positions necessitating residence or frequent travel outside of the home country.

• A Master’s Degree in a related field is preferred.

• Experience with climate change and/or climate-resilient health systems strengthening is preferred.

• Technical and/or academic publications are considered a plus.
