This is a fully remote position, open to applicants in Tanzania.
• Deliver comprehensive strategic guidance and ensure quality assurance throughout the assignment.
• Evaluate and approve diagnostic outcomes, maturity scorecards, and capacity development roadmaps.
• Supervise the consistency and quality of the final assignment report and related knowledge products.
• Facilitate coordination among the broader expert team working on diagnostic, capacity building, and MEL workstreams.
• Serve as the main contact for stakeholders during the inception, execution, and reporting phases.
• Lead collaborations with participating Innovation Support Organisations, tailoring the approach to fit local contexts and limitations.
• Conduct field missions to Tanzania and Uganda for inception, coordination, quality assurance, and selected ISO visits.
• Guarantee the timely and high-quality completion of all assignment outputs within the allocated budget.
• Bachelor's degree in business, management, economics, development studies, public policy, entrepreneurship, or organisational development.
• Minimum of 10 years of professional experience in institutional strengthening, organisational diagnostics, or the development of entrepreneurship ecosystems.
• Proven experience working with hubs, incubators, accelerators, or similar support organizations.
• At least 5 years of relevant experience acquired while working in Africa.
• In-depth understanding of institutional diagnostic frameworks and maturity assessment methodologies.
• Demonstrated ability to lead multidisciplinary teams on technical assistance projects across multiple countries.
• Strong skills in stakeholder management, including interaction with donor representatives and institutional leaders.
• Proficient written and spoken English.
• Capability to produce concise, donor-ready reports.
• Experience in designing or delivering capacity-building programs is highly preferred.
• Familiarity with institutional diagnostic tools, maturity scorecards, or capacity development roadmaps is highly preferred.
• Knowledge of secondary or regional city ecosystems is highly preferred.
• Experience within donor-funded program structures, including phased deliverables and MEL reporting, is highly preferred.
• Working knowledge of Swahili is a plus.
• Familiarity with local languages spoken in the Ugandan project regions is advantageous.
• Field missions to Tanzania and Uganda are required.
