This is a fully remote position, open to applicants in United States.
• Develop strategies for systematically evaluating needs in populations affected by crises.
• Integrate conventional humanitarian data sources (such as needs assessments, poverty statistics, vulnerability indices, and displacement monitoring) with innovative data sources (including geospatial imagery, call detail records, social media, and crowd-sourcing) into GD’s targeting systems.
• Deliver precise targeting analysis for relevant subpopulations to support emergency cash programs for other teams, showcasing data through maps and dashboards.
• Generate general recipient lists of individuals to be enrolled in GD EC programs based on the established targeting criteria.
• Offer targeting analysis services for both the preparedness and response phases of GD, scoping and prioritizing pertinent subpopulations based on existing risks, and providing on-demand analysis during response deployments remotely.
• Monitor global risks and crises, supplying analysis to assist GD teams in making activation decisions.
• Engage with humanitarian organizations, data providers, and crisis monitoring entities to incorporate reliable event and assessment data into GD’s operations.
• Contribute to product development from problem identification and user requirement gathering to launch and iterations, collaborating with engineering, data science, and operations teams.
• Execute agile iterative experiments and pilots to verify assumptions about crisis detection and targeting, leveraging results to enhance strategy.
• Establish and monitor success metrics for targeting tools, ensuring outputs are timely, relevant, and applicable in the field.
• Maintain documentation for internal data sources, including qualitative assessments of accuracy, reliability, and limitations of sources and datasets.
• Continuously assess and enhance targeting strategies for speed, accuracy, and inclusivity while adhering to humanitarian principles.
• Stay informed about emerging technologies and new data sources to ensure GD utilizes the latest approaches to targeting.
• Document insights to scale best practices across various contexts.
• 3-5+ years of experience in conducting humanitarian needs analysis, assessing vulnerabilities, interpreting crisis data, and applying frameworks such as IPC, MIRA, or sectoral needs assessments to directly inform operational strategies.
• Over 2 years of experience in developing data tools, with a proven record of delivering actionable humanitarian information products to decision-makers and operational teams.
• Proven ability to design and execute reusable analysis methodologies that can be applied across diverse contexts.
• High proficiency in data analytics and data science, with the capability to ask insightful questions, understand technical trade-offs between approaches, and translate complex data challenges into operationally viable targeting strategies.
• Exceptional stakeholder management and communication skills with both technical and non-technical audiences, including humanitarian agencies and data providers.
• Demonstrated ability to excel in dynamic, high-pressure environments.
• Capacity to adapt to changes, navigate uncertainty, and possess a curiosity-driven approach.
