This is a fully remote position, open to applicants in United States.
• Act as the primary custodian of technical content for the project.
• Combine TANF, means-tested programs, tax, benefits, marriage and family issues, Tribal aspects, HMRF, implementation, and research insights into a unified content portfolio.
• Guarantee that analysis, recommendations, TTA, pilot guidance, and public products are precise, up-to-date, actionable, accessible, and consistent across various audiences.
• Direct the technical-content strategy and oversee the evidence inventory, source hierarchy, research and policy analysis, analytic question set, product backlog, editorial calendar, and content-reuse library.
• Provide or coordinate expertise on TANF, Tribal TANF, federal and State tax policies, EITC and filing regulations, benefits, early childhood initiatives, child care subsidies, asset limits, household definitions, eligibility thresholds, and benefit cliffs.
• Evaluate how marriage-related regulations impact biological two-parent families, unrelated cohabitating families, mixed-status households, and other family types served by TANF and means-tested programs.
• Formulate policy and practitioner recommendations for utilizing TANF and other public resources, which encompass education, counseling, incentives, bonuses, fee coverage, tax strategies, grants, transitional benefits, and authorized program-design modifications.
• Assist with readiness, co-design, implementation, course adjustments, and sustainability for pilot sites, ensuring each site is matched with the appropriate functional and technical expertise.
• Create and technically assess tools, templates, policy briefs, practice briefs, reports, training materials, guidance documents, promising practice products, and resources for State, Tribal, or frontline use.
• Coordinate named and additional experts, prepare consultant scopes and review packages, assign content reviews, reconcile expert feedback, and document unresolved interpretations for the Project Manager and COR's decision.
• Implement plain-language, Section 508, citation, source-control, version-control, and evidence standards before content proceeds to design, dissemination, or final Government review.
• Keep track of emerging research, policy developments, and field practices, and suggest updates to tools, TTA priorities, and pilot support.
• A minimum of eight years of advanced experience in TANF, means-tested programs, human services policy, family policy, applied research, TTA content development, or a closely related field.
• Profound capability to interpret statutes, regulations, guidance, program rules, evidence, and implementation contexts, translating them into actionable recommendations.
• Experience in managing technical content, expert reviewers, editorial processes, product portfolios, and quality assurance procedures.
• Exceptional skills in research synthesis, policy analysis, technical writing, facilitation, and communication for federal, State, Tribal, practitioner, and public audiences.
• Ability to differentiate authoritative sources from secondary research, document assumptions and limitations, and coordinate specialized expertise without overstating evidence.
• A graduate degree in public policy, law, economics, social work, sociology, demography, public administration, or a related field is preferred.
• Direct experience with TANF funding flexibility, marriage penalties, benefit cliffs, HMRF collaboration, Tribal TANF, early childhood or child care policy, tax credits, or multi-program eligibility is preferred.
• Experience in producing Internet-ready, Section 508-compliant federal tools, training materials, briefs, reports, or multimedia products is preferred.
• A master’s degree is preferred; however, a bachelor’s degree with significant equivalent specialized experience will be considered.
• Eight or more years of advanced policy, program, research, or technical content experience is preferred.
