This is a fully remote position, open to applicants in Maryland.
• Oversee and assist with intricate GIS and IT projects within NOAA's charting framework.
• Aid in the transition to Esri ArcGIS Pro S-101, which includes installation, configuration, testing, and user transition support.
• Install and tailor Oracle databases and assess PostgreSQL databases that facilitate ArcGIS Pro.
• Enhance and maintain workflow applications that support the Nautical Charting Infrastructure.
• Provide support for systems integration, database improvements, and interagency data sharing.
• Administer and optimize Esri ArcGIS Server, Portal, and Enterprise Geodatabases (SDE).
• Manage geodatabase versioning, replication, quality assurance/quality control (QA/QC), and reconciliation workflows.
• Implement hydrographic business logic using Python and SQL to streamline bathymetry workflows.
• Assist in the automated processing of bathymetric data formats (GeoTIFF, BAG, Geoparquet, Geopackage).
• Support containerization, continuous integration/continuous deployment (CI/CD) pipelines, and the modernization of NBS workflows.
• Facilitate cloud transition and deployment of containerized charting applications.
• Design, implement, and sustain database and web interfaces for the Nautical Chart Manual (NCM 2.0).
• Maintain documentation, technical reports, and configuration management artifacts.
• Offer technical guidance, troubleshooting, and workflow optimization for production teams.
• Promote the establishment of standard data formats among MCD's data providers.
• A minimum of 5 years of experience in software engineering, enterprise architecture, information assurance, enterprise infrastructure, business process reengineering, or systems analysis and design.
• Proficient in Esri ArcGIS Enterprise, ArcGIS Maritime, and enterprise GIS workflows.
• Experienced with Oracle, PostgreSQL, and administration of enterprise geodatabases.
• Proficient in Python, SQL, and automating geospatial workflows.
• Experience in supporting large-scale, multi-user GIS production environments.
• Strong grasp of system integration, workflow design, and configuration management.
• Excellent communication, documentation, and project coordination abilities.
• Capacity to work independently and as part of a distributed technical team.
• Preferred: Experience in supporting NOAA, federal agencies, or maritime geospatial systems.
• Preferred: Familiarity with S-57/S-101 ENC production or S-100 product standards.
• Preferred: Background in CI/CD, containerization, and cloud modernization.
• Preferred: Knowledge of bathymetric data formats (GeoTIFF, BAG, Geoparquet).
• Preferred: Experience with enterprise charting or mapping systems.
