This is a fully remote position, open to applicants in California.
• This role holds complete accountability for both services and tangible assets.
• It entails identifying and advising on the most suitable procurement methods to reduce IEHP’s risk exposure while adhering to public procurement policies, regulations, industry standards, best practices, and the health plan's regulatory requirements.
• The position oversees public sector procurement activities to ensure adherence to IEHP’s Procurement, Legal, and Governing Board policies, as well as State and Federal mandates governing public sector solicitations, contract awards, and administration.
• Provides effective and ethical leadership to subordinate staff members.
• Responsible for managing the daily operations of various procurement-related functions, including but not limited to developing and overseeing numerous contracts; assisting in the development and issuance of solicitations such as Requests for: Proposals, Bids, Quotations, and Qualifications; conducting solicitation evaluations; contract negotiations and amendments; contract management; records management; materials management; and overseeing the drafting of standard and non-standard contracts, amendments, and other types of agreements.
• Additional responsibilities include training staff on Lean Methodologies and leading process improvement initiatives that enhance the organization’s overall supply chain performance.
• Plays a crucial role in improving supply chain efficiency through the implementation of best practices and continuous improvement initiatives.
• Utilizes expertise to optimize procurement processes, strengthen supplier relationships, and achieve cost savings throughout the supply chain.
• Collaborates across functions to align procurement strategies with organizational objectives and ensure smooth integration across all supply chain operations.
• A minimum of six (6) years of professional experience in procurement and contracts within a Procurement Department or Agency, encompassing solicitations, bid evaluations, contract negotiations, the development of contract standards and procedures, and the creation of multi-year or high-value multi-commodity agreements, or equivalent experience.
• Experience in a supervisory or leadership capacity is required.
• A Bachelor’s degree from an accredited institution is mandatory, preferably in Procurement, Business Administration, Economics, or a related field.
• Alternatively, in lieu of the degree, a High School Diploma, along with at least three (3) *Procurement Training Certifications obtained within the last three (3) years from recognized professional organizations (e.g., NIGP, CAPPO, ASCM, NCMA, CSCMP, CIPS) or Federal, California State, or County/City Public Agency is required.
• Possession of a certificate as a Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM) and Six Sigma Certification is preferred.
