Subcontracts Manager – Government Programs

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead and establish the subcontracting function at CloudFit, including the creation of policies, procedures, templates, and governance controls.

• Develop and implement standardized procedures for subcontracting that encompass the entire lifecycle from pre-award to closeout.

• Update subcontract templates, teaming agreements, and associated documents to mitigate risk and ensure legal enforceability.

• Oversee the complete subcontract lifecycle, which includes solicitation, evaluation, negotiation, award, administration, and closeout.

• Create subcontract solicitations that detail SOWs, deliverables, evaluation criteria, and pricing structures.

• Assess subcontractor proposals for technical capability, cost/price reasonableness, and compliance with requirements.

• Establish processes for subcontractor vetting to verify eligibility and capability for federal projects.

• Identify and integrate FAR, DFARS, and agency-specific flowdown clauses into subcontracts.

• Collaborate with internal stakeholders to ensure consistency with prime contract obligations.

• Manage subcontract administration, which includes tracking deliverables, milestones, funding, and compliance.

⛳️ Requirements

• A Bachelor’s degree in business, supply chain management, contracts management, or a related field.

• Over 7 years of experience in subcontracts, procurement, or supply chain roles supporting U.S. federal government contracts.

• Comprehensive knowledge of FAR, DFARS, and subcontracting regulations.

• Proven experience in drafting, negotiating, and managing subcontracts.

• Background in subcontractor vetting and responsibility assessments.

• Familiarity with CPSR requirements and best practices in purchasing systems.

• Strong organizational and analytical capabilities.

• Exceptional written and verbal communication skills.

• U.S. citizenship is required. Must be eligible for and able to maintain a U.S. government security clearance, with sponsorship provided by CloudFit.

• Willingness to travel as required (approximately up to 25%).
