This is a fully remote position, open to applicants in United States.
• Oversee the entire lifecycle of subcontracts and purchase orders, encompassing solicitation, evaluation, negotiation, award, and closure.
• Ensure adherence to all relevant regulations, including FAR, DFARS, and the company’s purchasing policies.
• Act as the main point of contact between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliers.
• Carry out sourcing activities such as developing requests for quotes (RFQ), issuing solicitations, and selecting suppliers.
• Conduct market research to identify qualified suppliers and support competitive procurement strategies.
• Create and distribute RFQs/RFPs; conduct price and cost analyses, and assess supplier proposals for adequacy, compliance, and risk.
• Analyze supplier proposals for cost, technical acceptability, and adherence to requirements.
• Negotiate pricing, delivery timelines, terms and conditions, and commercial licensing agreements to achieve optimal value and reduce risk.
• Support manufacturing operations by procuring materials, components, and services that align with production schedules and technical specifications.
• Draft, review, and negotiate subcontract terms, including flow-down provisions, data rights, IP/licensing clauses, and indemnification terms.
• Prepare and issue purchase orders and subcontracts in line with internal procedures and regulatory requirements (e.g., FAR/DFARS where applicable).
• Monitor subcontractor performance regarding cost, schedule, and technical compliance; proactively address any performance issues.
• Maintain precise procurement files and documentation to facilitate audits (e.g., CPSR, DCMA reviews).
• Bachelor’s degree in Business, Supply Chain Management, Contracts, or a related field (or equivalent experience).
• 5+ years of experience in subcontracts administration, procurement, sourcing, acquisition, or purchasing within a government contracting context.
• Strong familiarity with FAR, DFARS, and associated federal acquisition regulations.
• Experience in supporting manufacturing environments, including the procurement of materials, components, and production-related services.
• Documented experience in negotiating commercial terms and conditions, including software or technical licensing agreements.
• Proven capability to perform cost/price analysis and assess supplier proposals.
• Exceptional negotiation, communication, and analytical abilities.
• Proficient in ERP systems (e.g., Deltek Costpoint or similar) and Microsoft Office applications.
