This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Ensure the stable operation, security, and ongoing enhancement of the Defense Logistics Agency (DLA) Financial Website.
• Develop and support the DLA Finance Website application utilizing Java (J2EE, Struts 2/MVC, JDBC, JSP, Servlets, JMS/MQ) to meet DLA's financial reporting requirements.
• Install, configure, monitor, and maintain Oracle WebLogic Application Server (14.x+); create diagnostic modules and set up alerts/notifications using the WebLogic Diagnostic Framework and WLST scripting.
• Oversee security realms, authentication providers, and connections to Oracle Identity Management.
• Write PL/SQL code, SQL stored procedures, and database scripts that support the web-based reporting tool.
• Provide performance tuning and detailed technical documentation.
• Maintain a web-based Finance and Audit Metrics tool for financial evaluations.
• Create and manage reports through data visualization and business intelligence tools.
• Ensure compliance with Section 508 accessibility standards in coding.
• Conduct vulnerability management and prepare remediation strategies.
• Keep records of all STIG items and other RMF documentation.
• Manage application log communication between ArcSight and Splunk.
• Handle SSL certificates management.
• Support and maintain servers running on RHEL and Windows platforms.
• Engage in the migration of the DLA Financial Web application to Military and Government Azure environments.
• Analyze business information requirements and consult with users effectively.
• Provide second-level diagnosis and resolution of database issues.
• Deliver necessary outputs such as web application source code and security documentation.
• Attend DLA Information Operations status meetings and collaborate with personnel from the DLA Financial Management Office.
• Active Secret Clearance is required.
• A minimum of five (5) years of relevant experience is necessary.
• Relevant certification from a nationally recognized technical authority is essential.
• DoD 8570.01-M / 8140 IAT Level I baseline certification (e.g., CompTIA A+ CE, Network+ CE, SSCP, or any other DoD-approved IAT Level I baseline) is required.
• Appropriate Computing Environment (CE) certification as specified by the Cybersecurity Computing Environment Certification Working Group, applicable to the administered platform (Oracle WebLogic / Linux).
• Proficiency in Java, Python, WebLogic scripting, Linux shell scripting, C#, and HTML/JavaScript is required.
• Hands-on experience with administering Oracle WebLogic Application Server (14.x+), including installation, configuration, monitoring, servicing, diagnostic modules, WLST scripting, security realms, and authentication providers.
• Java development experience — J2EE, Struts 2/MVC, JDBC, JSP, Servlets, Swing, JMS/MQ Series; familiarity with JDeveloper and Eclipse (OEPE) IDEs; building and deploying .WAR and .jar files using Apache Ant/Maven and GIT.
• Web programming skills in HTML, CSS, JavaScript, jQuery, Material CSS, AngularJS, and Ajax.
• Experience with Red Hat Enterprise Linux (RHEL) development and production environments, including command-line administration, SSH, and shell scripting.
• Proficiency in PL/SQL, SQL, SQLPlus, TOAD, and Oracle Database server.
• Experience with IBM MQ Series / WebSphere MQ and Java Messaging Service.
• Familiarity with security tools such as ArcSight and Splunk, as well as SSL certificate management (Oracle Wallet Manager, OpenSSL, Java Keytool).
• Experience using application security testing software (including executing code scans, interpreting reports, and addressing findings) and Oracle Enterprise Manager.
• Proven track record in migrating servers and applications to Military and Government Azure development and production environments.
• Extensive knowledge of assistive technology tools (such as JAWS, ZoomText, Dragon, Axe) and the ability to code to Section 508 standards.
• Demonstrated technical writing skills in areas like disaster recovery, threat mitigation, design documents, and coding standards and practices.
• Strong problem-solving abilities, documentation skills, and customer communication capabilities.
