This is a fully remote position, open to applicants in Virginia.
• Take ownership of the product vision, strategy, roadmap, and backlog.
• Act as the main technical and product liaison with CMS and other stakeholders.
• Facilitate solution discussions, gather requirements, and build consensus through effective decision-making.
• Drive the discovery of solutions and recommend scalable, secure, and maintainable options.
• Convey the product vision, roadmap, delivery progress, risks, dependencies, and technical strategy effectively.
• Guide the technical direction, delivery, and daily management of development teams.
• Mentor developers, perform code reviews, manage workload priorities, and advocate for engineering best practices.
• Design and supervise system architecture ensuring scalability, reliability, security, performance, and maintainability.
• Transform business objectives into actionable technical solutions in collaboration with cross-functional teams.
• Address architectural decisions, development challenges, production support, and performance enhancements.
• Enhance software development processes, tooling, automation, DevSecOps, and engineering methodologies.
• Create and sustain documentation for architecture, design, implementation, and development.
• Coordinate integration, testing, deployment, and production support among technical teams.
• Ensure strategies for unit, integration, automated, and performance testing are in place.
• Engage in issue triage, root cause analysis, and ongoing improvement initiatives.
• Define and prioritize user stories, acceptance criteria, technical debt, compliance requirements, and architectural enhancements.
• Lead sprint planning, backlog refinement, release planning, product demonstrations, and Agile ceremonies.
• Perform additional responsibilities as assigned.
• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field.
• Must be a U.S. Citizen.
• A minimum of 7+ years of experience in software development.
• At least 2–3 years in a Technical Lead, Engineering Manager, or a similar leadership capacity.
• Proven experience in defining product vision, managing roadmaps, prioritizing backlogs, and converting customer needs into technical solutions.
• Experience in leading customer workshops, technical discussions, requirements gathering, and executive presentations.
• Experience in guiding cross-functional software development teams and technical delivery across several initiatives.
• Familiarity with microservices architecture and distributed systems.
• Proficient in JavaScript, TypeScript, React, Node.js, REST APIs, HTML, and CSS.
• Experience with Docker and AWS ECS.
• Minimum of 2+ years of practical experience with AWS services.
• Familiarity with CloudWatch, Splunk, New Relic, or similar observability tools.
• Experience with PostgreSQL or other relational databases.
• Knowledge of CI/CD pipelines, automated testing, and Jenkins or similar deployment tools.
• Understanding of software architecture, secure development practices, software engineering principles, and modern design patterns.
• Experience in performance optimization, scalability, troubleshooting, and production support.
• Background in mentoring developers, conducting code reviews, and fostering technical teams.
• Experience with Git/version control systems and collaborative development workflows.
• Strong grasp of Scrum and Kanban methodologies, including backlog refinement, sprint planning, release planning, and Agile ceremonies.
• Exceptional communication, facilitation, stakeholder management, and leadership abilities.
• Familiarity with Amazon QuickSight, Slice, Alembic, Databricks, or similar reporting, analytics, and data visualization tools.
• Preferred: Master's degree in a related field.
• Preferred: Relevant certifications such as AWS Certified Cloud Practitioner, AWS Certified Developer – Associate, or Certified Scrum Master.
• Preferred: Experience with federal healthcare contracts and standards like FISMA, NIST, FedRAMP, HIPAA, and related regulations.
