This is a fully remote position, open to applicants in Texas.

📋 Description

• Deliver advanced consultative and functional assistance for the CAPPS HR/Payroll tower, encompassing Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, and HR security setup, including row-level security.

• Ensure adherence to the Family Medical Leave Act (FMLA) within CAPPS by defining leave plans, customizing leave types, and facilitating compliance reporting and auditing.

• Act as the functional liaison for CAPPS agencies, generating and reviewing Functional Design Documents (FDDs) while implementing functional configuration modifications.

• Configure system tables, business units, Set IDs, and table structures, as well as establish workflow configurations using the Approval Workflow Engine (AWE).

• Develop queries and reports utilizing PS/Query, SAP Business Objects, SQR, and BI Publisher, leveraging technical expertise in Application Designer, Integration Broker, and SQL.

• Oversee batch job schedules and execution, identify and address failures, validate outputs, manage dependencies, and document performance tuning efforts.

• Coordinate Fiscal Year-End tasks, including reconciliations, system configurations, mass salary loads, and integration of Benefit Enrollment Web Services with ERS.

• Organize the CAPPS Annual Disaster Recovery exercise with the Managed Services vendor, which includes defining test scope, validating backups, and documenting outcomes.

• Provide Level 2 Service Desk assistance for complex ticket resolution, advanced troubleshooting, and documentation in collaboration with the Tier 3 Managed Services vendor.

• Engage in Major Incident Management (MIM) for Priority 1 and Priority 2 incidents, conduct upgrade testing, ensure compliance with WCAG 2.1 accessibility standards, and apply ITIL principles to IT service and asset management activities.


⛳️ Requirements

• 15 years of comprehensive knowledge and understanding of applicable State of Texas policies.

• 15 years of extensive knowledge of federal labor regulations.

• 15 years of significant technical expertise with App Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects.

• 12 years of in-depth knowledge and experience in executing system configuration changes.

• 12 years of extensive experience supporting and overseeing batch jobs, including Run My Jobs (RMJ).

• 12 years of thorough knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP environment.

• 10 years of substantial experience within the Texas public sector, directly working with or supporting a large network of 30 or more Texas state government agencies.

• 10 years of considerable experience in creating and managing a strategic roadmap that integrates planning skills, functional insight, and cross-functional communication.

• 10 years of extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2.

• 10 years of solid familiarity with support tools such as PUM, Fluid, and Elastic Search.

• 10 years of experience in performing functional project management tasks to support CPA's CAPPS program.

• 10 years of experience in planning and coordinating the Fiscal Year Process at a statewide level.

• 10 years of experience providing Tier 2 Service Desk support across a large network of 30 or more agencies with a Managed Services vendor delivering Tier 3 support.

• 10 years of experience managing Priority 1 and Priority 2 incidents in alignment with the Major Incident Management (MIM) process.

• 10 years of experience participating in Disaster Recovery exercises.

• 10 years of experience in preparing and delivering executive-level presentations.

• 10 years of experience in collecting and presenting relevant data to support audits and open records requests.

• 10 years of experience interpreting contractual language and incorporating it into daily operations while ensuring vendors comply with contractual obligations.

• 8 years of CPA experience executing SQL actions necessary to maintain synchronization between CAPPS and SPRS systems.

• 8 years of subject matter expertise in configuring and coding to ensure compliance with the Family Medical Leave Act (FMLA).

• 8 years of experience preparing materials that comply with WCAG 2.1 for distribution.

• 3 years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM).
