This is a fully remote position, open to applicants in California, +13 more states.
• Serve as the product representative in discussions with state partners. Prepare necessary materials, showcase Propel's capabilities, and address technical inquiries from state collaborators directly. Transform insights gained into organized requirements and suggestions for both product and engineering teams.
• Manage the entire state campaign delivery process from start to finish.
• Specify what Propel will provide for each state interaction, draft the scope of work, establish campaign infrastructure, oversee execution, conduct evaluations, and resolve any issues that arise.
• Embrace AI-enablement to enhance our partnerships work while minimizing the need for engineering support.
• Make practical tradeoff decisions regarding when a state's requirements justify new product investment versus utilizing existing capabilities — and when it comes to configuration work, handle it independently.
• Contribute to the case management product roadmap. Analyze patterns across engagements to highlight common requirements and platform deficiencies. Provide specific, evidence-based recommendations to product managers — going beyond simply stating "states want X," to offering insights such as "here's the trend across three states, this is what a platform-level solution entails, and here’s the supporting data."
• At least 5 years of experience connecting product/technical teams with external partners — including roles in solutions architecture, implementation or delivery leadership, technical program management, or product management within a B2G context. Direct experience working with or selling to state SNAP or Medicaid agencies is essential.
• Technical expertise — you are adept at delving into the technical aspects of our stack to address inquiries regarding integration with state partners. You are proficient in reading API documentation, translating technical papers for non-technical audiences, and providing initial estimates of complexity and scope for new projects.
• Understanding of public benefits administration — whether it's SNAP, Medicaid, EBT, or related programs. You possess knowledge of how state agencies operate, their incentives, and the significance of factors like payment error rates and redetermination processes.
• Ability to function at various levels — presenting to a state CIO on one day, configuring a campaign on the next, analyzing pilot outcomes midweek, and drafting a scope of work later in the week.
• Strong product instincts — you can distinguish between a state request that warrants becoming a platform feature and one that should remain unique. You know when to push for one-off investments due to their importance to the state pipeline, and when to let them go.
• Comfort with ambiguity — we are creating a new model for how a consumer tech company collaborates with state agencies, and you will be developing the strategy in real time.
• Excellent communication and data skills — your writing is clear, your presentations are engaging, and you possess sufficient SQL/analytics proficiency to convey the narrative of a campaign's effectiveness.
