This is a fully remote position, open to applicants in United States.
• Assist the Program Manager in supervising contract performance throughout the EBCS IDIQ and ongoing task orders.
• Spearhead the planning and execution of several simultaneous task orders across geographically diverse Army Reserve locations.
• Create and sustain integrated master and task order schedules using Microsoft Project.
• Convert statements of work and technical specifications into actionable work plans, work breakdown structures, acceptance criteria, and reporting schedules.
• Oversee financial performance, labor utilization, subcontractor activities, procurement, changes, and forecasts.
• Keep RAID logs, action registers, decision logs, deliverable trackers, change control, and document/configuration management processes up to date.
• Coordinate efforts among technical, engineering, construction, commissioning, cybersecurity, IT/OT, and field teams.
• Manage vendors and subcontractors while addressing performance and delivery challenges.
• Generate status reports, executive briefings, task order evaluations, and customer communications.
• Facilitate program and project meetings while documenting decisions and action items.
• Identify risks, scheduling conflicts, cost pressures, and performance challenges, implementing corrective measures as needed.
• Develop repeatable program management processes, templates, metrics, and lessons learned.
• Mentor project managers and coordinators.
• Assist in the development of task order proposals, staffing plans, basis-of-estimate inputs, technical strategies, and transition from award to execution.
• Travel primarily within the U.S. to Army Reserve facilities, customer meetings, and project locations.
• Bachelor’s degree in Engineering, Construction Management, Facilities Management, Business, Information Systems, or a related discipline; relevant additional experience may substitute for a degree.
• At least 8 years of progressively responsible project or program management experience.
• Proven experience in leading complex, multi-site, or multi-workstream deliveries, including federal or Department of Defense projects.
• Background in managing an IDIQ or similar contract portfolio with multiple concurrent task orders.
• Advanced hands-on expertise in constructing and maintaining integrated schedules in Microsoft Project.
• Experience leading teams that deliver building automation, building controls, facility-related controls, utility monitoring, smart-building, or similar operational technology projects.
• Fundamental knowledge of HVAC, direct digital controls, commissioning, systems integration, building automation architectures, and protocols like BACnet, LON, or Modbus.
• Required experience with Tridium Niagara 4 or a comparable platform.
• Possession of at least one relevant advanced credential, such as PMI-SP, PgMP, CCM, OSHA 30-Hour, Tridium Niagara 4, or a similar certification.
• Active Secret clearance or proven prior eligibility for federal security clearance.
• Background investigation is mandatory.
• May require eligibility for access to Government systems, facilities, or information and a security clearance based on task order requirements.
• Active PMP Certification is preferred.
• Advanced capabilities in project scheduling and planning.
• Working knowledge of federal IDIQ and task order execution.
• Strong skills in customer-facing communication, facilitation, negotiation, and executive briefing.
• Excellent financial and analytical judgment.
• Ability to manage competing priorities and ambiguous requirements across multiple locations and stakeholders.
• Capability to coach project personnel and ensure accountability among contributors.
• Advanced proficiency in Microsoft Project.
• Proficient in Microsoft 365, including Excel, PowerPoint, Word, Outlook, Teams, and SharePoint.
• Experience with Smartsheet, Jira, Confluence, or similar collaboration tools.
• Familiarity with building controls, facility systems, IT/OT integration, and technical documentation.
• Consistent, full-time work Monday through Friday, typically eight hours each day.
• Ability to coordinate across customer time zones and support activities outside standard business hours when necessary.
• Willingness to travel domestically.
