This is a fully remote position, open to applicants in United States.
• Act as a senior expert in Earned Value Management (EVM) and project controls, providing support for headquarters, program office, and portfolio-level government needs.
• Examine program costs, schedules, performance, and risks to uncover trends, emerging issues, and possible effects on program goals.
• Assess contractor IPMDAR, IPMR, IMS, and other program performance data to evaluate program health and compliance with contractual and Department of Defense (DoD) requirements.
• Analyze EVM metrics such as BCWS/PV, BCWP/EV, ACWP/AC, CPI, SPI, TCPI, EAC, ETC, and VAC.
• Review cost and schedule variances, contractor justifications, corrective measures, and recovery strategies.
• Create independent evaluations, forecasts, and recommendations for executive-level decisions.
• Assist with Integrated Baseline Reviews (IBRs), Baseline Change Requests (BCRs), baseline establishment, replanning, rebaselining, contract modifications, and program oversight.
• Analyze Integrated Master Schedules, critical and driving paths, dependencies, milestones, and schedule performance metrics.
• Provide guidance to leadership on FAR, DFARS, DoD EVM policy, acquisition standards, and program management requirements.
• Collaborate with government Program Managers, financial analysts, cost estimators, schedulers, technical leads, CAMs, contracting staff, and industry partners.
• Integrate cost, schedule, technical, and historical performance data to assess program risks and future implications.
• Perform quantitative risk and scenario analyses.
• Prepare and present executive-level briefings on EVM, cost, schedule, risk, and program performance.
• Suggest actions related to resource allocation, procurement, contracting, budgeting, and execution.
• Establish standardized project control processes, procedures, templates, and reporting methods.
• Offer training, mentoring, and technical support in EVM and project controls.
• Identify avenues for automating data collection, reporting, forecasting, and performance analysis.
• Bachelor's degree in Business, Finance, Accounting, Economics, Engineering, Mathematics, Data Analytics, Project Management, or a related field.
• Over 10 years of pertinent experience in project controls, program controls, EVM, financial analysis, cost estimating, scheduling, or related program management fields.
• Proven experience supporting complex Department of Defense (DoD), federal government, or major defense industry programs.
• In-depth knowledge of Earned Value Management principles, EVMS requirements, cost and schedule integration, forecasting, and variance analysis.
• Experience reviewing and analyzing IPMDAR, IPMR, IMS, or similar government/industry program performance reports.
• Familiarity with project scheduling tools such as Primavera P6, Microsoft Project, or similar software.
• Experience with EVM and cost analysis tools like Deltek COBRA, IBM Cognos, or equivalent applications.
• Advanced skills in Microsoft Excel and the ability to manipulate and analyze large program datasets.
• Proven capacity to develop and deliver program performance analysis and recommendations to senior management.
• Exceptional written and verbal communication abilities.
• Active Department of Defense (DoD) Secret Clearance.
