Senior Program Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee all aspects of program execution, encompassing planning, technical delivery, monitoring, and achieving contractual and mission goals.

• Manage program costs, schedules, risks, quality, and technical performance for a complex, multi-phase, cost-reimbursable contract.

• Lead cross-functional teams that provide support in software engineering, DevSecOps, cloud infrastructure, cybersecurity, data management, training, and help desk operations.

• Propel enterprise modernization, cloud adoption, application modernization, systems integration, and digital transformation initiatives.

• Collaborate with Government stakeholders, support contractors, and technical teams to deliver capabilities and services effectively.

• Advocate for Agile and DevSecOps methodologies, including sprint planning, backlog prioritization, CI/CD enablement, iterative development, and continuous improvement.

• Monitor and report on performance metrics, deliverable status, quality targets, risks, and customer feedback through Monthly Status Reports, Technical Status Meetings, and executive briefings.

• Manage key deliverables such as the Project Management Plan, Quality Management Plan, DevSecOps Plan, Transition Plan, Cybersecurity Documentation, and Go-Live Plan.

• Ensure adherence to DoD cybersecurity, RMF, cloud security, and software delivery standards.

• Promote innovation and ongoing service enhancement throughout the platform and operational workflows.

• Act as the primary technical liaison for Government stakeholders, directing architecture, delivery strategy, technical execution, and modernization efforts.

⛳️ Requirements

• Active Secret clearance is mandatory.

• Bachelor's degree in business, management, information systems, computer science, engineering, or a related field pertinent to this role.

• At least nine (9) years of experience in leading technology, software development, cybersecurity, cloud modernization, or enterprise IT programs of similar scale and complexity.

• Project Management Professional (PMP) or Program Management Professional (PgMP) certification is required.

• Proven experience leading large, cross-functional technical teams responsible for software engineering, cloud infrastructure, cybersecurity, DevSecOps, data management, and IT operations.

• Strong leadership and stakeholder engagement abilities with the capacity to convey complex technical concepts to executive, operational, and technical audiences.

• Experience managing Agile software delivery initiatives, including roadmap planning, release management, backlog prioritization, and iterative development methodologies.

• Demonstrated success in supporting DoD or Federal programs related to enterprise modernization, cloud transformation, cybersecurity compliance, or digital services.

• Experience with cost-reimbursable contracts and operating within Federal acquisition frameworks.

• Background in designing, implementing, or overseeing DevSecOps pipelines, automated testing, CI/CD processes, and secure software delivery practices.

• Experience in deploying and managing solutions within AWS GovCloud or other secure cloud environments.

• Experience in developing and standardizing business rules, workflows, and operational processes across interagency or intra-agency systems.

• Experience supporting enterprise application modernization, cloud migration, system integration, and digital transformation initiatives.

• Familiarity with DoD cybersecurity standards, Risk Management Framework (RMF), Zero Trust principles, and secure cloud operations.

• Possess one or more of the following certifications: EC-Council Certified Chief Information Security Officer (C|CISO), SANS Global Security Leadership Certification (GSLC), ISC2 Certified Information Systems Security Professional (CISSP), ISACA Certified Information Systems Manager (CISM), or CompTIA Advanced Security Practitioner (CASP+).

• Preferred certifications include: SAFe Program Consultant (SPC), SAFe Agilist (SA), Certified Scrum Professional (CSP), Certified Scrum Master (CSM), or equivalent Agile certification; AWS cloud certifications; ITIL v4 certification.
