
Senior Policy Advisor – Green Fiscal Policy

This is a fully remote position, open to applicants in Germany.
• Lead and engage in quantitative research and economic analysis.
• Design and provide technical assistance and capacity building to government partners, which includes workshops, policy diagnostics, and implementation roadmaps.
• Create high-quality reports, policy briefs, and other written materials tailored for technical and policy audiences.
• Oversee various project components, ensuring timely delivery, quality assurance, adherence to timelines, and client engagement.
• Assist in the design and execution of projects and programs, involving planning, coordination, and risk management with colleagues.
• Organize technical assistance missions, webinars, meetings, and public consultations, managing logistics and follow-up activities.
• Foster partnership development with academic institutions, international organizations, NGOs, and civil society groups.
• Effectively manage personal time and contributions to ensure timely and budget-efficient outputs.
• Collaborate with the communications team to publicize program outputs through various media platforms.
• Facilitate networking and outreach efforts to partners.
• A post-graduate university degree or its equivalent in a quantitative discipline such as economics, engineering, or a related field, and/or significant professional experience applying quantitative skills.
• A minimum of 7 years of professional experience, or fewer years if holding a PhD, focused on energy transition issues with a strong quantitative approach, acquired in a national government, consultancy, private sector, or an international or non-governmental organization.
• In-depth technical expertise in fiscal and energy sector policy.
• Comprehension of the political economy surrounding fiscal and energy reform.
• Familiarity with regional and global frameworks pertinent to energy and fiscal matters.
• Strong quantitative abilities, with experience in applied economic modeling or data analysis, such as fiscal or energy sector modeling.
• Proficiency in tools like Excel, R, Python, or Stata is highly preferred.
• Proven experience in delivering work to clients and articulating complex concepts clearly.
• Background in collaborating with government counterparts in emerging or developing economies.
• Excellent interpersonal and stakeholder engagement skills, with the capability to communicate effectively with individuals from diverse backgrounds.
• Strong communication and writing abilities.
• Capacity to work independently, collaborate remotely, and manage multiple priorities.
