This is a fully remote position, open to applicants in Texas.
• Lead or assist in the upgrade activities of Fluid UI, which encompasses planning, fit-gap analysis, page configuration, navigation collections, end-to-end testing, and monitoring after deployment.
• Offer functional support for the CAPPS HR/PY application, acting as a liaison for CAPPS agencies and managing incidents through ServiceNow and BOSSDesk.
• Develop and review Functional Design Documents (FDDs) and execute functional configuration changes within PeopleSoft HCM, including the Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer.
• Set up and manage the Approval Workflow Engine (AWE), which includes workflow configuration, user and role management, notifications, worklist administration, and troubleshooting.
• Organize and implement the Fiscal Year-End and Calendar Year-End processes, which involve reconciliations, system configurations, mass salary loads, and integration of Benefit Enrollment Web Services with ERS.
• Assist with Affordable Care Act (ACA) processing, which includes generating the 1095-C form, electronic distribution, constructing interface files, and ensuring compliance with IRS filing deadlines.
• Provide Level 2 Service Desk support for intricate ticket resolution, advanced troubleshooting, and maintaining auditable documentation in collaboration with the Managed Services Tier 3 vendor.
• Engage in SOC-1 attestation audits, Disaster Recovery drills, and Major Incident Management for Priority 1 and Priority 2 incidents.
• Ensure that digital content and system outputs comply with WCAG 2.1 accessibility standards, conducting regular compliance audits and implementing necessary remediation.
• Conduct cross-training for junior analysts and offer thorough training and functional assistance to agency staff throughout the statewide CAPPS network.
• 15 years of in-depth knowledge and understanding of applicable State of Texas policies.
• 15 years of extensive familiarity with federal labor regulations.
• 15 years of substantial technical experience with Application Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools relevant to functional duties.
• 12 years of considerable experience executing system configuration changes.
• 12 years of extensive knowledge in supporting and overseeing batch jobs, including Run My Jobs (RMJ).
• 12 years of deep understanding of security best practices, NIST standards, and multi-tenancy considerations for a statewide ERP system.
• 10 years of experience in the Texas public sector, directly working for or providing support to a large network of 30 or more Texas state government agencies.
• 10 years of experience in creating and managing a strategic roadmap that integrates planning skills, functional insight, and effective cross-functional communication.
• 10 years of extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2.
• 10 years of comprehensive familiarity with support tools including PUM, Fluid UI, and Elasticsearch.
• 10 years of experience performing functional project management tasks in support of CPA's CAPPS program.
• 10 years of experience in planning and coordinating the Fiscal Year-End process at a statewide level.
• 10 years of experience providing Tier 2 Service Desk support for a large network of 30 or more agencies, with a Managed Services vendor handling Tier 3 support.
• 10 years of experience managing Priority 1 and Priority 2 incidents in alignment with the Major Incident Management (MIM) process.
• 10 years of experience participating in Disaster Recovery exercises.
• 10 years of experience preparing and delivering executive-level presentations.
• 10 years of experience in gathering and presenting relevant data to support audits and open records requests.
• 10 years of experience in interpreting contractual language and incorporating it into daily operations while ensuring vendors meet contractual obligations.
• 10 years of CPA experience executing SQL actions essential for keeping CAPPS and SPRS systems synchronized.
• 8 years of subject matter expertise in configuring and coding to comply with the Family Medical Leave Act (FMLA).
• 8 years of substantial knowledge and experience managing the Approval Workflow Engine (AWE).
• 8 years of experience preparing materials that comply with WCAG 2.1 for distribution.
• 3 years of knowledge regarding Information Technology Infrastructure Library (ITIL) principles and practices related to IT service management (ITSM) and IT asset management (ITAM).
