PeopleSoft FSCM Business Analyst

This is a fully remote position, open to applicants in Texas.

📋 Description

• Provide support to the Texas Health and Human Services Commission in the upgrade and implementation project of PeopleSoft FSCM 9.2 General Ledger.

• Evaluate user requirements, processes, and challenges associated with state government financial systems.

• Collaborate with personnel from various organizational units to assess current operational practices and pinpoint issues.

• Determine specific input and output needs, covering data input forms, summarization techniques, and reporting formats.

• Create comprehensive descriptions of user needs, program functions, and required steps for developing or modifying software applications.

• Assess computer system capabilities, specifications, and scheduling constraints to evaluate the feasibility of requested program modifications.

• Analyze business goals and challenges, identifying alternative solutions through cost/benefit analysis.

• Organize meetings with subject matter experts to collect and document system requirements.

• Develop test scenarios and scripts for system validation.

• Perform hands-on, end-to-end system testing and support multiple testing cycles.

• Create training materials for end users.

• Deliver presentations regarding information and project outcomes to business stakeholders in formal settings.

⛳️ Requirements

• 8 years of practical experience with PeopleSoft FSCM on implementation or upgrade initiatives as a General Ledger and Commitment Accounting business analyst.

• 8 years of practical experience with state government accounting practices.

• 8 years of practical experience developing all types of project deliverables as a business analyst.

• 8 years of practical experience executing end-to-end system testing.

• 8 years of practical experience presenting information to business stakeholders in formal settings.

• 4 years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio).

• 4 years of practical experience with Texas state agencies' PeopleSoft FSCM (CAPPS Financials) system.

• 4 years of practical experience working within the Scrum framework and using Jira.

• 2 years of practical experience utilizing SharePoint lists.

• 2 years of practical experience using various Microsoft Teams features.

• 1 year of experience with Phire.
