This is a fully remote position, open to applicants in California, +2 more states.
• Formulate and implement a comprehensive multi-year offshore supply chain strategy for EOIS technical commodities and assemblies (electrical, mechanical, optical) that aligns with program and product roadmaps.
• Determine regions and market segments for offshore sourcing based on capability, risk assessment, and total cost of ownership.
• Direct make-buy and localization analyses; make sourcing decisions that support cost efficiency, scheduling, and technical specifications.
• Develop and sustain a pipeline of offshore opportunities (NPI, sustaining, subassemblies, COTS/modified COTS, build-to-print).
• Identify, assess, and onboard offshore suppliers through structured processes (RFI/RFQ, capability evaluations, audits, trial productions).
• Oversee supplier qualification in collaboration with Quality, Engineering, Program, and Manufacturing teams.
• Set up a supplier performance management routine (OTD, quality, responsiveness, cost).
• Promote dual-sourcing and alternative sourcing strategies to enhance supply continuity.
• Collaborate with Business Development, Contracts, Legal, and Finance to formulate and implement offset strategies linked to international endeavors.
• Convert offset obligations into actionable supply chain plans.
• Measure and monitor offset value realization to ensure compliance with requirements.
• Lead commercial negotiations with offshore suppliers (pricing, terms, payment conditions).
• Evaluate and alleviate risks related to offshore sourcing (counterfeit risk, IP protection).
• Bachelor’s degree in Supply Chain Management, Engineering, Business, or a related discipline (Master’s degree preferred).
• Over 8 years of progressive experience in supply chain, strategic sourcing, supplier development, or operations (preferably in aerospace/defense or highly regulated manufacturing).
• Proven track record in establishing offshore supply chains and enhancing supplier capabilities.
• Experience in negotiating complex agreements and executing long-term supplier strategies.
• Strong knowledge of EOIS-relevant commodities, manufacturing processes, and quality control measures (electrical, mechanical, optical).
• Demonstrated ability to lead cross-functional initiatives and influence stakeholders across various levels.
