This is a fully remote position, open to applicants in Alabama, +3 more states.
• Manage and execute procurement and subcontract administration activities ensuring compliance with FAR across various contract types.
• Lead substantial subcontract execution focusing on cost, schedule, technical, and quality outcomes.
• Guarantee the smooth integration of subcontract work within the overall program framework.
• Supervise the complete procurement cycle while coordinating KBR technical teams with suppliers and functional units.
• Act as the main liaison between subcontractors and project management, while being accountable to Supply Chain leadership.
• Build and sustain relationships with approved subcontractor vendors.
• Formulate subcontract specifications, work statements, terms and conditions, and supplier deliverables.
• Direct supplier negotiations and oversee discussions related to price, quantity, and delivery timelines.
• Prepare and secure approvals for purchase orders, subcontract agreements, and service agreements.
• Review and manage subcontracts to ensure progress, scope, and compliance with terms and conditions.
• Identify issues related to contractor performance and suggest corrective measures.
• Conduct vendor interviews and clarify vendor responsibilities and obligations.
• Collaborate with Legal Counsel on product-procurement subcontracts.
• Oversee subcontract funding, modifications, change orders, and daily administration tasks.
• Manage costs, avoid unnecessary expenses, and perform price analysis.
• Evaluate, track, and document subcontractor quality, execution, and performance.
• Measure and enhance supplier performance while initiating corrective actions as needed.
• Resolve technical and administrative issues related to subcontract and procurement processes.
• Analyze market trends and conduct ad-hoc assessments for management purposes.
• Implement efficiency initiatives, KPIs, and GR/IR strategies to ensure timely supplier payments.
• Enforce FAR, DFARS, and contractual obligations flowing down from subcontract agreements.
• Safeguard company interests and ensure adherence to company, legal, and regulatory standards.
• A Bachelor's degree is required.
• A Master's degree is highly preferred.
• Typically requires 15+ years of experience in procurement and subcontract management.
• At least 5 years of experience in a management role.
• A minimum of 8–10 years of experience in subcontracts management.
• Proven experience in negotiating Master Service Agreements and complex Subcontract Agreements.
• Demonstrated ability to define scopes of work and draft specifications, statements of work, contracts/subcontracts, and supplier deliverables.
• Experience with IDIQ, cost-reimbursable, fixed price, and other subcontract types.
• Familiarity with negotiations, terms and conditions, incentive arrangements, and order placements.
• U.S. Government contract experience is highly desirable, particularly LOGCAP.
• Comprehensive understanding of FAR and DFARS regulations.
• Significant experience in negotiating subcontract agreements valued between $25–$50M.
• Experience in managing and leading a supply chain team of 25 or more personnel is favorable.
• Proven experience in managing Subcontract Administrators and Subcontract Supervisors.
• Exceptional written, verbal, and presentation communication skills in English.
• Ability to effectively communicate with international teams and suppliers.
• Strong project management, negotiation, and conflict resolution abilities.
• Solid background in cost analysis and price analysis.
• Familiarity with IDIQ contracts.
• Experience working with or leading DCMA CPSR audits.
• Strong attention to detail, complex problem-solving, and organizational skills.
• Background check is required.
• Experience in government contracting or government solutions is highly desirable.
• Proven experience in managing international customer/supplier relationships.
• Proficient in developing and tracking internal metrics.
• Familiarity with global procurement processes and supply chain management.
• Strong leadership and mentoring capabilities.
• Ability to implement GR/IR strategies and enhance efficiency and KPIs.
