This is a fully remote position, open to applicants in Washington.
• Lead and oversee the daily operations of the Application Development team, which includes full-stack developers and Data Integration Engineers.
• Manage the complete software development lifecycle (SDLC), encompassing design, development, testing, deployment, and Tier 3 support.
• Ensure the delivery of scalable and high-quality applications that support HMA’s core platforms, including claims systems, integrations, APIs, and internal tools.
• Cultivate a high-performing team culture that emphasizes accountability, continuous improvement, and engineering excellence.
• Recruit, mentor, and nurture a team of skilled engineers and technical professionals.
• Provide ongoing coaching, performance evaluations, and career development opportunities.
• Align team objectives with business goals, ensuring clear accountability for results.
• Guarantee seamless integration across HMA’s core platforms, such as claims administration systems, data pipelines, CRM, and care management tools.
• Supervise the development and upkeep of APIs, ETL pipelines, and integration services that support enterprise data flows.
• Collaborate with data and integration teams to ensure optimal performance, data accuracy, and system reliability across platforms.
• Verify that production systems meet defined KPIs for performance, stability, and availability.
• Establish and monitor metrics related to delivery, system health, and team productivity.
• Act as the escalation point for complex system issues, coordinating resolutions across engineering, infrastructure, and vendors.
• Promote operational excellence through automation, monitoring, and proactive issue resolution.
• Implement and continuously enhance Agile/Waterfall development practices, tools, and delivery frameworks.
• Utilize tools like Azure DevOps and CI/CD pipelines to enhance transparency, delivery speed, and application quality.
• Standardize development practices, code quality, architectural patterns, and documentation.
• Ensure all applications comply with HIPAA, security, and regulatory requirements pertinent to healthcare data and systems.
• Establish and uphold development standards, policies, and documentation throughout the application lifecycle.
• Advocate for secure development practices and data governance across all solutions.
• A bachelor’s degree in Computer Science, Engineering, or Business Administration is preferred.
• Over 5 years of leadership experience managing high-performing teams.
• More than 10 years of IT experience leading development in enterprise environments with intricate integrations.
• Direct experience in managing applications and/or systems.
• Expert-level knowledge of technical design approaches, solution design, and architecture.
• Proficient understanding of system and software quality assurance best practices and methodologies.
• In-depth knowledge of SDLC, Agile/SCRUM best practices and methodologies.
• Experience collaborating with Business Analysis and QA teams to ensure effective handoff and cooperation during SDLC.
• Advanced data integration expertise and troubleshooting experience.
• Exceptional project management and leadership skills with a focus on customer service.
• Familiarity with, or a desire to learn about, relevant data privacy practices and laws.
• Strong leadership and management abilities with a results-oriented approach, demonstrating a proven capacity to build, manage, and retain successful collaborative work teams.
• Design and/or development experience using .NET, C#, ASP.NET, and Web Services.
• Solid foundation in object-oriented development techniques and design patterns.
• Familiarity with concurrent development source control (Git) and continuous integration.
• Experience with development tools such as Docker, Jenkins, Azure DevOps, GitHub, Hangfire, and Cron.
• Experience with quality assurance automation frameworks and tools.
• Familiarity with cloud platforms, with a preference for Azure experience.
• Experience in Azure-based web application development, including Microservices, App Services, and Service Bus.
• Proficiency with SQL platforms (e.g., SQL Server, Azure SQL, MySQL, MongoDB).
• Experience troubleshooting data integration pipelines, performance tuning, and validating data exports.
• Familiarity with AI development, developer governance, and specification-driven AI development.
