Senior IT, Business Consultant

This is a fully remote position, open to applicants in United States.

📋 Description

• Conduct research and evaluate federal IT opportunities, customer missions, procurement priorities, and competitive landscapes.

• Analyze forecasts, requests for information, sources sought notices, and solicitations to facilitate bid/no-bid evaluations.

• Create capture strategies, customer engagement plans, competitive positioning, win themes, and unique selling propositions.

• Identify gaps in capabilities, past performance, staffing, and contract access, and propose teaming or internal resource solutions.

• Assist in partner discussions, workshare planning, and engagements with customers and industry stakeholders.

• Convert performance work statements, statements of work, statements of objectives, and evaluation criteria into technical and management strategies.

• Formulate solution concepts, architectures, service delivery models, workflows, implementation roadmaps, and transition plans.

• Assess feasibility, dependencies, security, scalability, staffing, costs, and delivery risks with technical experts.

• Create proposal timelines, compliance matrices, annotated outlines, content assignments, and review frameworks.

• Lead or contribute to kickoff meetings, solution workshops, status updates, and color team reviews.

• Draft and enhance executive summaries, technical approaches, management and staffing plans, transition methodologies, past performance narratives, and other proposal sections.

• Address review comments and ensure the delivery of complete, consistent, and compliant proposals.

• Collaborate with recruiting, program teams, and pricing personnel regarding labor mixes, staffing models, qualifications, effort levels, and estimation bases.

• Assess alignment among proposed resources, timelines, technical strategies, staffing plans, pricing, delivery expectations, and contractual obligations.

• Enhance repeatable processes for opportunity qualification, capture, solution development, proposal generation, and contract transition.

• Create reusable templates, proposal content, capability summaries, and validated past performance evidence.

• Conduct lessons learned sessions and transfer proposal commitments, assumptions, risks, and staffing strategies to delivery teams post-award.

• Act as a trusted advisor and active participant throughout the federal business development lifecycle.

⛳️ Requirements

• Significant experience in supporting federal government IT programs, showcasing contributions to business development, capture, solution development, and proposal submissions.

• Strong analytical skills to dissect complex solicitations and identify submission guidelines, evaluation criteria, performance expectations, assumptions, and outstanding questions.

• Knowledge of federal acquisition terminology, standard contract vehicles, and the dynamics between prime contractors and subcontractors.

• Exceptional technical and business analysis capabilities.

• Outstanding skills in writing, editing, presentation, and facilitation.

• Ability to generate evaluator-focused content detailing what will be delivered, the approach to achieve it, the responsible parties, and the benefits to the customer.

• Competence in managing competing deadlines, coordinating multidisciplinary teams, working autonomously, and maintaining accuracy and version control.

• Proficient in Microsoft Word, Excel, PowerPoint, Teams, and collaborative document management tools.

• Knowledge of federal IT practices including ITIL, IT service management, ISO 9001, ISO/IEC 20000-1, ISO/IEC 27001, PMI/PMBOK, Agile/Scrum, Waterfall, DevSecOps, enterprise architecture, requirements management, testing, risk management, organizational change, NIST cybersecurity, Risk Management Framework, authorization processes, Zero Trust, CMMC concepts, accessibility, cloud adoption, and secure enterprise integration.

• Preferred: experience working with a small or emerging federal IT systems integrator; involvement with Department of Defense or federal civilian IT projects; familiarity with staffing models and estimation bases; experience with customer presentations, oral proposals, or technical demonstrations.

• Relevant education or equivalent professional experience in information technology, computer science, engineering, business, or a related field.

• Beneficial certifications include APMP, PMP, ITIL, or relevant certifications in cloud, cybersecurity, architecture, or platforms.
