This is a fully remote position, open to applicants in United States.
• Design, develop, and maintain enterprise analytics, dashboards, and reporting solutions for an Oracle Fusion Cloud HCM modernization project.
• Create OTBI analyses and dashboards to track real-time workforce metrics.
• Generate BIP reports and templates that support EHRI submissions, GHRR compliance, SF-113 statistics, and agency-specific HR reporting.
• Develop OAC dashboards that incorporate predictive analytics, trend assessments, and inter-agency workforce comparisons.
• Set up HCM Extracts for analytics pipelines, data warehouse integrations, and connections to external systems.
• Create visualizations of organizational charts and tools for workforce exploration.
• Establish ad hoc and self-service reporting capabilities.
• Generate compliance reports for DEIA, MD-715, FEVS, and accountability frameworks.
• Ensure accessibility for analytics products in accordance with Section 508/WCAG 2.1 AA standards.
• Design governed OTBI/OAC semantic layers to ensure consistent definitions of HR metrics.
• Collaborate with functional teams and government stakeholders to convert requirements into technical specifications.
• Assist agency onboarding through customized reporting templates, historical data migration, and analytics training.
• Act as a technical authority by establishing best practices, standards, and providing technical oversight.
• Mentor members of cross-functional teams, promote innovation, and influence decisions at the program level.
• Willingness to travel up to 10%.
• Must be able to obtain and maintain Public Trust clearance.
• U.S. Citizenship is mandatory.
• Bachelor’s degree with 10+ years of relevant experience; additional experience may compensate for educational requirements.
• Over 10 years of experience in BI development, analytics, or enterprise reporting.
• At least 8 years of experience with Oracle OTBI, BIP, or similar BI tools like Tableau, Power BI, or SAP BO.
• Strong SQL skills, including experience with analytical queries on extensive HR/HCM data models.
• Proven experience in creating interactive dashboards with drill-down features, parameters, and dynamic visualizations.
• Understanding of HR/workforce analytics, encompassing headcount, attrition, time-to-fill, span of control, and workforce planning.
• Experience in developing visualizations and reports that comply with Section 508/WCAG standards.
• Familiarity with Agile/SAFe methodologies.
• Preferred experience with Oracle Fusion HCM analytics.
• Desired certification in Oracle Analytics Cloud or BI Publisher.
• Experience with federal HR analytics, including EHRI, GHRR, HCAAF, DEIA, and FEVS is preferred.
• Desired experience with the Oracle Fusion HCM data model and OTBI subject areas.
• Experience with predictive analytics using Python, R, or OAC ML is preferred.
• Experience with HCM Extract for bulk data transfers is desirable.
• Familiarity with Oracle Cloud technologies such as OIC and OCI within HCM/ERP environments is preferred.
