Senior Evaluation Specialist

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Create and execute comprehensive evaluation systems for initiatives at the VHA AI Education Hub.

• Evaluate the impact of programs, the adoption of resources, and learning outcomes.

• Utilize mixed-methods evaluation approaches, including content analysis, quantitative tracking, surveys, focus groups, and structured interviews.

• Manage the creation, formatting, and distribution of performance reports.

• Convert findings into strategic recommendations and seamlessly integrate them into program strategies.

• Engage with Government stakeholders to review evaluation progress and share findings.

• Suggest assessment initiatives and assist in setting organizational priorities.

• Formulate data-driven recommendations for sustainment and expansion.

• Perform secondary research and environmental scans to benchmark similar federal, healthcare, and AI literacy programs.

⛳️ Requirements

• A minimum of 5 years of experience in designing and implementing program evaluation systems.

• Proven expertise in both quantitative and qualitative assessment methodologies.

• A Bachelor's degree (BA/BS) in Evaluation, Public Health, Public Policy, Social Sciences, Education, or a related field is required.

• Previous experience supporting federal agency clients, ideally within VA, VHA, DoD, or other federal health or workforce development contexts.

• Capability to obtain and maintain access to the VA network.

• Must meet VHA personnel security requirements, including relevant background investigation criteria for contractor personnel.

• Must be legally permitted to work in the United States without sponsorship, both now and in the future.

• Proficiency in survey design, focus group facilitation, structured interviews, and secondary/desk research.

• Experience in translating findings into executive-level reports and strategic recommendations.

• Desired: experience in evaluating technology adoption, digital literacy, or AI/emerging technology training programs.

• Desired: knowledge of VHA or VA organizational structures, workforce development priorities, or health informatics initiatives.

• Desired: proficiency in Power BI, Tableau, or similar data visualization/reporting tools.

• Desired: a master's degree in Evaluation, Public Health, Organizational Development, or a related field.

• Desired: familiarity with OMB guidance, GPRA/GPRAMA, or HHS/VA evaluation policies.
