Senior Energy Transmission Regulatory Specialist

This is a fully remote position, open to applicants in California.

📋 Description

• Provide leadership within ICF’s Environment & Planning Division.

• Oversee program and project management for environmental assessments, planning, permitting, compliance, and construction related to power transmission and utility projects.

• Cultivate client relationships and expand ICF’s Energy Practice.

• Manage environmental compliance procedures, including CEQA and NEPA.

• Act as a primary liaison for utilities, renewable energy providers, developers, and engineering firms.

• Serve as the principal project manager or task manager for environmental compliance concerning development, infrastructure, and land use projects.

• Supervise the preparation of documents, reports, presentations, technical memoranda, public notices, forms, and other deliverables.

• Manage a diverse portfolio of clients and multiple projects.

• Direct the environmental review and permitting strategy for utility infrastructure projects from initial planning through to construction.

• Collaborate with project managers, engineers, construction teams, technical specialists, and regulatory bodies.

• Keep updated on CEQA, NEPA, and relevant case law to provide informed advice to clients.

• Conduct research, create deliverables, and oversee schedules, deadlines, and budgets.

• Engage directly with key clients to foster strong relationships.

• Drive business development initiatives and contribute to bookings.

• Mentor junior staff members.

⛳️ Requirements

• 8+ years of relevant professional experience.

• Familiarity with NEPA and CEQA compliance, Endangered Species Act compliance, and Clean Water Act permitting.

• Experience with California Public Utilities Commission (PUC) regulations.

• Proven track record of working with local, state, and federal agencies, electric transmission service providers, utilities, energy companies, and transportation organizations.

• Bachelor’s degree or higher in urban planning, transportation/transit planning, environmental studies, or a related field (preferred).

• Experience in preparing and managing CEQA and NEPA documentation.

• Proven ability to independently lead environmental reviews and compliance for utility projects.

• Experience in acquiring environmental permits and assessing technical studies.

• Several years of project management experience in a private consulting environment.

• Business development experience and a proactive approach to engaging in business development.

• Leadership experience as a supervisor or task manager, mentoring moderate to large-sized teams and subconsultants.

• Established relationships with agencies and clients that facilitate marketing and securing work.

• Capability to manage intricate interdisciplinary environmental planning projects, including client engagement, schedule and budget oversight, and invoicing.

• Ability to synthesize multidisciplinary environmental and regulatory data to provide practical guidance.

• Exceptional written and verbal communication skills.

• Strong analytical abilities and keen attention to detail.

• Excellent project management, organizational, time management, and leadership skills.

• Proficiency in Microsoft Office Suite applications: Word, Excel, PowerPoint, and Project.

• Capability to work effectively both independently and as part of a team.
