Senior Economic Mobility Research Specialist – On-Call

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Act as a recognized expert in economic mobility research, encompassing TANF, workforce/job readiness, child support, food security, and related human services programs.

• Lead the design, execution, and management of thorough research and evaluation initiatives.

• Oversee and mentor interdisciplinary research teams.

• Provide strategic direction to research and technical assistance teams.

• Develop research agendas, methodologies, and evaluation frameworks.

• Identify and pursue opportunities that align with ICF’s mission of economic stability and mobility.

• Convert complex research findings into practical insights for policymakers, practitioners, and stakeholders.

• Encourage innovation and high performance across multidisciplinary teams.

• Contribute to thought leadership through publications, presentations, and engagement with the wider field.

⛳️ Requirements

• Advanced degree in political science, public policy, sociology, economics, or a related social science discipline.

• PhD is preferred.

• Over 20 years of experience in leading research, evaluation, and policy initiatives pertaining to economic mobility and family well-being.

• Established record of peer-reviewed publications and thought leadership in economic mobility research.

• Proven expertise in collaborating with federal, state, or local human services programs.

• Ability to lead and influence in complex, dynamic, and matrixed environments.

• Strong strategic thinking skills with the capability to balance overarching vision with detailed execution.

• Exceptional analytical, problem-solving, and decision-making skills.

• Excellent written and verbal communication abilities.

• Proven track record of peer-reviewed publications, technical writing, and presentations at the executive level.

• Capability to drive business growth, build partnerships, and navigate federal and state procurement systems.

• Highly organized with the ability to manage multiple priorities and deliver high-quality work punctually.

• Comfortable with flexible, on-call work arrangements of 0–20 hours/week.
