This is a fully remote position, open to applicants in United States.
• Provide technical leadership and strategic guidance for strategic information, monitoring, evaluation, analytics, data systems, and learning within the Health Programs portfolio.
• Supervise the implementation of SI/MEL across various projects and project teams.
• Develop and enhance SI/MEL frameworks, methodologies, tools, activities, and technical standards for the entire portfolio.
• Evaluate project performance, indicator targets, data quality assessments, and trends at the portfolio level.
• Address methodological and measurement challenges across awards, including definitions of indicators, denominators, data quality issues, and trade-offs in evaluation design.
• Enhance data governance, interoperability, and integration of DHIS2, EMRs, LMIS, and customized databases.
• Ensure that project data systems comply with donor reporting requirements and facilitate programmatic decision-making.
• Act as a senior technical advisor for project leadership, SI/MEL Directors and Advisors, and management at headquarters.
• Offer technical advice on surveillance and data utilization for epidemic control, global health security, and integrated health programs.
• Assist in proposal development, compose SI/MEL sections, and contribute to the creation of results frameworks.
• Compile lessons learned, share best practices, and contribute to publications and conferences.
• Enhance the capacity of technical teams and local partners in data management, visualization, and the application of evidence.
• Lead experienced technical professionals, including overseeing supervision, performance management, and professional growth.
• Manage budgets, resource distribution, risk management, stakeholder engagement, and portfolio organization.
• Provide matrixed, dotted-line technical oversight to project SI/MEL Directors.
• Advise on staffing structures, participate in senior SI/MEL recruitment, onboard new staff, and mobilize specialist support.
• Take direct responsibility for SI/MEL activities on assigned bilateral awards or global projects as needed.
• Travel approximately 25% of the time to engage stakeholders, oversee implementation, and attend pertinent meetings and events.
• Bachelor’s Degree or its International Equivalent in fields such as Business Administration, International Development, Civil Society, Communication, Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related discipline.
• At least 15 years of relevant experience in project management, overseeing complex projects and initiatives; or 12 years with a master's degree; or 9 years with a PhD; or an equivalent combination of relevant education and experience.
• Minimum of 8 years of experience in leadership roles and line management.
• Proven track record in leading and managing complex, strategic portfolios of programs/projects on both national and international levels.
• Experience in leading teams in challenging environments and managing financial and human resources effectively.
• Significant experience within non-governmental organizations (NGOs).
• Demonstrated proficiency in strategic information, MEL, surveillance, and data analytics within large, complex public health or development programs.
• Strong technical expertise in both quantitative and qualitative methods and data visualization.
• Competence with digital tools such as DHIS2, Power BI, and Tableau.
• Knowledgeable in global health and development programming, especially in areas like global health security, infectious diseases, maternal and child health, and health systems strengthening.
• Comprehensive understanding of project management principles.
• Expertise in program implementation methodologies.
• Proficiency in organizational leadership practices.
• Expertise in strategic planning, risk management, and stakeholder engagement.
• Excellent oral and written communication skills, as well as analytical skills in English.
• Ability to meet or exceed revenue targets across USG, foundations/corporations, and other funding sources.
• Approximately 25% travel may be necessary.
• Must be able to remain in a stationary position 50% of the time.
• Must be capable of using computers and standard office productivity equipment.
• Preferred: Master’s Degree in a relevant field.
• Preferred: PMP Certification or another recognized project management certification.
• Preferred: Certifications pertinent to research management or organizational leadership.
