This is a fully remote position, open to applicants in District of Columbia.

📋 Description

• Drive a comprehensive legislative advocacy strategy that promotes federal, state, and local policy priorities.

• Build and maintain relationships with elected officials, government stakeholders, coalition partners, Members of Congress, agency officials, and legislative staff.

• Lead strategic engagement in government relations across designated regions.

• Provide guidance to Red Cross field leadership on government relations, legislative strategies, and policy recommendations.

• Mobilize grassroots and grasstops advocacy initiatives involving chapters, volunteers, and community leaders.

• Monitor legislative, regulatory, and political trends, offering strategic advice to senior leadership.

• Create legislative briefings, issue papers, testimony, materials for hearing preparation, policy analyses, and executive talking points.

• Represent the organization's interests at legislative hearings, stakeholder meetings, coalition activities, and advocacy events.

• Enhance the capacity of field government relations through training, coaching, and consultation.

• Provide executive counsel, political analysis, and actionable insights for informed organizational decision-making.


⛳️ Requirements

• A bachelor's degree is required.

• A minimum of 10 years of relevant experience or an equivalent combination of education and experience is required.

• At least 7 years of management experience.

• Extensive understanding of policies affecting the non-profit sector, particularly tax laws related to charitable contributions.

• Experience with the Senate Finance Committee and/or House Ways and Means Committee, including existing relationships with key members and/or staff.

• Ability to update Red Cross leadership on Congressional issues and opportunities while recommending actions that further Red Cross objectives.

• Proven experience in developing legislative and regulatory strategic plans.

• Experience in creating one-pagers, collateral, and testimony.

• Exceptional verbal and written communication skills with the ability to advocate effectively before elected officials.

• Deep understanding of complex legislative and regulatory matters.

• Expertise in lobbying disclosure and Congressional ethics regulations.

• Strong interpersonal, organizational, project management, critical thinking, analytical, problem-solving, planning, prioritization, and negotiation skills.

• Capability to collaborate effectively with both internal and external stakeholders.

• Knowledge of emergency management and disaster response is a plus.

• Proficient in using a personal computer, relevant software, and office equipment for extended periods.

• Travel is required throughout the region; some out-of-region travel may also be necessary.
