This is a fully remote position, open to applicants in United States.
• Design and uphold the compliance framework across the delegate network, which includes policy structures, the Individualized Service Plan (ISP) system, corrective action protocols, and implementation standards.
• Convert federal Head Start Performance Standards, state regulations, and organizational policies into clear implementation standards and monitoring frameworks.
• Collaborate with HR, fiscal, and legal teams to develop organizational policies, ensuring that cross-functional policies are coherent, defensible, and consistently applied across all operational states.
• Take ownership of the corrective action framework, including protocols, timelines, escalation pathways, and documentation standards.
• Maintain responsibility for centralized checklists, standard operating procedures, and guidance materials that support compliance-related operations, while directing and supervising the Content & Knowledge Systems Manager in the development, version control, accessibility, and ongoing enhancement of these resources.
• Oversee the execution of root cause analysis for incidents that may be reportable or significant, ensuring that findings contribute to updated standards and corrective action protocols.
• Track changes in federal, state, and local regulations and lead the organizational response, adapting tools, policies, and frameworks as necessary.
• Set and uphold network-wide standards for the Director of Monitoring & Compliance (DMC) role.
• Facilitate a cross-network community of practice for DMC that fosters a shared understanding of compliance monitoring techniques, organizational standards, and implementation expectations.
• Act as the senior decision-maker for cross-functional policy issues that surpass the authority or scope of the Directors of Implementation.
• Engage regularly with delegates through a minimum of two visits annually.
• Monitor the fidelity and quality of compliance implementation across all Acelero delegates.
• Define clear expectations and measurable standards for effective compliance monitoring at the delegate level.
• Analyze compliance data trends identified by the Directors of Implementation to pinpoint systemic risks, delegate-level gaps, and areas for improvement in policy or infrastructure.
• Collaborate with Delegate Vice Presidents and Directors of Monitoring & Compliance to develop internal Corrective Action Plans that ensure compliance and mitigate risks from previous incidents.
• Act as the organizational expert on federal and state compliance interpretation for programmatic issues.
• Keep abreast of regulatory changes that necessitate organizational responses and communicate implications to the VP and CLIO promptly and effectively.
• Lead the organization's preparation for and response to federal monitoring reviews.
• Direct and oversee the Content & Knowledge Systems Manager in the development, maintenance, and continuous enhancement of all compliance-related resources.
• Serve as the primary liaison for policy and compliance with delegate leadership.
• Implement formal feedback mechanisms to regularly update delegate leadership on progress regarding compliance priorities and the execution of compliance monitoring duties.
• Supervise the Directors of Implementation and the Content & Knowledge Systems Manager, providing clear guidance and monitoring the accuracy of their work.
• A Bachelor's degree is required; a Master's degree in public policy, early childhood education, or a related field is highly advantageous.
• A minimum of seven (7) years of experience in policy development, regulatory compliance, or program administration, including at least three (3) years in a senior supervisory role managing director-level staff.
• At least two years of proven experience leading compliance in multi-site or multi-state Head Start or similarly federally funded early childhood programs is essential.
• Strongly desirable is experience in navigating multi-state licensing frameworks.
• Experience acting as an organizational lead in federal compliance contexts, including federal monitoring reviews, regulatory interpretation, or compliance negotiations, is highly preferred.
• A physical exam and background checks are mandatory.
• Willingness to travel up to 20% for work-related meetings and site support is required.
• A valid driver's license and reliable transportation are necessary.
