This is a fully remote position, open to applicants in United States.
• Establish and spearhead a new capability focused on workforce capability strategy, competency model development, functional learning strategy, onboarding excellence, and workforce readiness throughout Global Development Operations.
• Collaborate closely with GDO Vice Presidents, Associate Vice Presidents, and senior functional leaders to identify the essential capabilities needed for future business success.
• Create role-based competency frameworks and convert workforce capability needs into targeted development strategies that enhance organizational performance.
• Act as the strategic leader for capability architecture and learning governance within GDO.
• Develop scalable methods that link business strategy, workforce capability requirements, learning investments, onboarding experiences, and quantifiable performance outcomes.
• Formulate and manage GDO's learning strategy, ensuring that capability development investments align with business objectives.
• Doctorate degree with 5 years of relevant experience, or Master’s degree with 8 years of relevant experience, or Bachelor’s degree with 10 years of relevant experience.
• Over 15 years of experience in leading workforce capability, organizational learning, talent development, organizational effectiveness, workforce transformation, or related fields within complex global organizations.
• Proven experience in developing competency models, capability frameworks, skills architectures, or workforce capability strategies on an enterprise or functional scale.
• A successful history of partnering with executive leadership teams to align workforce capability investments with business strategies and organizational performance goals.
• Experience in building and scaling workforce capability, learning, organizational effectiveness, talent development, or workforce transformation functions, including the establishment of governance, operating models, and organizational capabilities.
• Demonstrated insight into future workforce trends, skills-based organizations, and innovative approaches to workforce capability development that extend beyond conventional training models.
• Experience in utilizing workforce analytics, digital learning technologies, knowledge management strategies, artificial intelligence, or other emerging technologies to enhance workforce capability and organizational performance.
• Proven capacity to foresee future capability needs and translate changing business requirements into workforce development strategies.
• Experience navigating highly matrixed organizations and influencing senior leaders without direct authority.
• Demonstrated success in establishing effective partnerships across learning, talent, human resources, quality, compliance, and business sectors.
• Strong strategic thinking and systems orientation, with the ability to connect workforce capability needs to broader organizational goals.
• A builder mindset with a proven track record of creating new functions, frameworks, governance models, and organizational capabilities from the ground up.
