Senior Cost Estimator – EV Construction Management

This is a fully remote position, open to applicants in New York.

📋 Description

• Serve as the main commercial point of contact with the client throughout the design and construction phases.

• Deliver cost planning, estimating, and forecasting services, including the creation and presentation of cost plans at critical design and construction milestones.

• Develop and uphold strong cost control, change management, and commercial governance procedures.

• Estimate, assess, negotiate, and oversee change orders during the entire construction process.

• Evaluate contractor and subcontractor pricing for accuracy, entitlement, and value, leading negotiations on behalf of the client when necessary.

• Oversee contingency management, commitment tracking, cost-to-complete forecasting, and cost variance analysis.

• Conduct post-contract quantity surveying, cost management, valuations, and payment certification.

• Execute precise interim valuations, cost assessments, and commercial audits for medium to large construction projects.

• Analyze and provide written feedback on contractor submissions, including executive summaries.

• Manage the cost and commercial aspects of contracts, ensuring the correct application of contractual mechanisms.

• Ensure that final accounts are negotiated, agreed upon, and closed out promptly and in a defendable manner.

• Gather built-cost data and benchmarking records to assist future phases and portfolio planning.

• Work collaboratively with owners, project managers, design teams, and contractors to facilitate cost development and design progression.

• Advise and influence engineering and design priorities by evaluating and communicating cost, risk, and schedule impacts.

• Coordinate all cost data sources, including GC submissions, subcontractor pricing, supplier input, direct procurement, and quantities from Architects/Engineers.

• Engage in value engineering and design optioneering exercises, promoting cost optimization without sacrificing performance or schedule.

• Develop funding data, executive cost presentations, and reporting materials for stakeholder evaluation.

• Assist in the commercial management of infrastructure-intensive and operationally critical systems, including:

• Oversee cost and change implications related to phased delivery, fast-track construction, and evolving operational requirements.

• Generate accurate monthly cost reports, forecasts, and commercial dashboards for client presentations.

• Utilize internal systems to manage commission financial performance, margins, and resource forecasting.

• Implement and uphold Turner & Townsend Business Management Systems and delivery methodologies.

• Identify, mentor, and coach junior staff, fostering professional growth and technical excellence.

• Exemplify collaboration, integrity, and consistent service delivery.


⛳️ Requirements

• Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction field.

• Experience with estimating in the New York market.

• 5–7+ years of relevant experience in a cost management or quantity surveying role within the construction sector.

• Demonstrated experience in delivering cost management services on medium to large, complex construction projects, preferably in mission-critical, industrial, infrastructure, or campus-scale settings.

• Strong preference for candidates with a background in construction consultancy or client-side cost management.

• In-depth knowledge of construction contracts, procurement routes, valuations, change control, and final account processes.

• Experience in supporting MEP-intensive works, infrastructure packages, and utility-driven construction scopes.

• RICS accreditation or progress towards chartership is preferred.

• Exceptional written and verbal communication skills, with the ability to engage confidently with senior stakeholders.
