This is a fully remote position, open to applicants in Netherlands.
• Serve as the deputy to the Head of Compliance, ensuring the local Compliance function operates effectively, independently, and continuously.
• Assist in the execution of the annual risk-based Compliance plan and conduct second-line monitoring, testing, and assurance.
• Maintain Compliance policies, procedures, and registers; identify control gaps; track remediation; and evaluate regulatory developments.
• Review and assess customer communications, marketing materials, product and process changes, outsourcing arrangements, complaints, conflicts of interest, market-abuse controls, prudential governance, and DORA compliance.
• Aid the MLRO in sustaining the AML/CFT, sanctions, and financial-crime framework.
• Provide second-line oversight and quality assurance for CDD/EDD, sanctions screening, transaction monitoring, Travel Rule, and blockchain-analytics controls.
• Evaluate higher-risk cases and potential regulatory reports, ensuring that final reporting decisions to the FIU-NL are made by the MLRO.
• Offer independent second-line oversight and challenge regarding fraud controls, thresholds, rules, and escalation procedures.
• Analyze significant fraud incidents, trends, root causes, and remediation strategies.
• Compile Compliance reports, risk assessments, and management information for the Head of Compliance and governing bodies.
• Support regulatory reporting, information requests, meetings, inspections, and thematic reviews involving AFM, DNB, FIU-NL, and other authorities.
• Monitor findings from audits and regulatory reviews, maintain records, and escalate significant issues.
• Provide daily guidance on regulatory requirements.
• Design and deliver training on MiCAR, AML/CFT, sanctions, fraud, conflicts of interest, market abuse, and DORA.
• Foster a robust local Compliance culture and promote clear ownership of regulatory obligations.
• A minimum of 3–5 years of relevant experience in second-line regulatory Compliance, financial crime, or risk oversight within a regulated financial institution, fintech, payments, or crypto-asset business.
• Practical experience in Compliance monitoring, control testing, findings, remediation tracking, and independent challenge.
• Extensive knowledge of MiCAR and the EU crypto-asset regulatory landscape.
• Working understanding of the Wwft, Dutch Sanctions Act, AML/CFT requirements, and the Transfer of Funds Regulation.
• Familiarity with crypto-asset products, transaction flows, conduct, financial-crime, and operational risks.
• Experience in preparing Compliance reports for senior management, governing bodies, or regulators.
• Proven ability to work within a Group framework while ensuring local entity accountability.
• Strong analytical, organizational, and stakeholder-management capabilities.
• Independent judgment and confidence in raising significant concerns.
• Proficiency in English is required; Dutch is strongly preferred.
• Ability to primarily work from the Netherlands and attend meetings in Amsterdam.
• Existing right to work in the Netherlands or capability to obtain it before the agreed start date.
• Background screening, suitability assessment, and conflict-of-interest disclosure are mandatory.
• Experience with a CASP, VASP, crypto exchange, digital-asset custodian, blockchain analytics, Travel Rule solutions, DORA, or EU regulatory authorities is advantageous.
• A relevant degree or professional qualification in Compliance, AML, law, finance, risk, or financial regulation is welcome but not required.
• Previous fit-and-proper or suitability approval by an EU/EEA authority is beneficial but not essential.
