This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Lead and manage the entire business development lifecycle, from initial exploration to qualification and capture.
• Supervise the pipeline, establish business development priorities, and align resources with strategic opportunities.
• Provide direction and oversight for pursuit and capture activities to meet award, proposal, and pipeline growth objectives.
• Collaborate with business development and program leadership to refine strategies and develop a pipeline that enhances market share and revenue.
• Track market trends and competitor activities to effectively position organizational strengths and capabilities.
• Engage with customers, team members, and industry partners to collect insights on requirements, acquisition strategies, timelines, and contract vehicles.
• Participate in pipeline review meetings, operational planning, capture planning sessions, solution development, collaboration reviews, competitive assessments, win-theme workshops, and proposal creation.
• Report to the Vice President of Business Development.
• Create and maintain a strategic account plan for the Department of Defense (DoD) customer community.
• Keep opportunity records and capture activities updated in Salesforce.
• Develop winning proposals through comprehensive research, analysis, and writing.
• Collaborate with internal and external experts as well as cross-functional stakeholders.
• Provide technical expertise on DoD capability development while promoting HII’s solutions and brand.
• Clearly communicate multi-step and interdependent activities to capture teams.
• Support growth across DoD markets, including Warfare Systems, C2 software products, and related services.
• 8 years of relevant experience with a Bachelor’s degree in a related field, or 6 years of relevant experience with a Master’s degree in a related field.
• Proven experience executing all phases of large, multi-year capture initiatives, including strategic planning, shaping, competitive analysis, teaming, proposal development, and transitioning to execution.
• Experience in developing and maintaining strategic account plans for the DoD customer community.
• Familiarity with maintaining opportunity records and capture activities in Salesforce.
• Broad understanding of budgets, customer priorities, mission gaps, and market dynamics.
• Demonstrated success in identifying and expanding new business opportunities, along with developing short-term and long-term strategic growth plans.
• Extensive knowledge and successful experience throughout the entire capture process.
• Experience with Firm Fixed Price (FFP), Time and Materials (T&M), cost-plus, non-IDIQ, and IDIQ single or multiple-award contracts.
• Willingness to actively participate in developing successful proposals, including research, analysis, and writing.
• Experience in leveraging internal and external experts.
• Established relationships with both large and small businesses in the DoD market, including teaming contacts for major integration opportunities and IAC MAC task orders.
• Technical expertise in DoD capability development.
• Ability to effectively communicate multi-step and interdependent activities to capture teams.
• Proficient in Microsoft Office and customer relationship management tools.
• A current TS clearance or the ability to obtain a TS clearance is required.
• Experience with DoD and IC acquisition programs is preferred.
• Preferred experience includes roles such as Program Manager, Deputy Program Manager, Principal Assistant Program Manager, Business Director, Acquisition Manager, or Technical Director.
